Decision on premature salary increase for audit officials

Recently, on November 22, 2016, the State Audit signed Decision 1886/QD-KTNN issuing the Regulations on early salary grade promotion for officials and public employees and workers who have been outstanding in performing their duties.

To ensure the early promotion of salary grades for officials and public employees and workers is democratic, equitable, correct regarding the person and achievement; meanwhile, to motivate and encourage, creating a driving force to boost the movement emulating the completion of tasks in each unit and the entire sector, the State Auditor General has established regulations on the conditions for early promotion of salary grades as follows:

Current Salary Grade

As of December 31 of the year under consideration for early salary grade promotion, officials and public employees and workers have not yet reached the highest salary grade in the rank or position as prescribed.

Duration of Holding Salary Grade

- Officials, public employees, and workers eligible for regular salary grade promotion every 3 years (36 months)/cycle (for ranks and positions requiring tertiary education or higher) must have held the salary grade in the rank or position for at least 2 years (24 months) or more.- Officials, public employees, and workers eligible for regular salary grade promotion every 2 years (24 months)/cycle (for ranks and positions requiring secondary education or lower) must have held the salary grade in the rank or position for at least 12 months or more.

December 31 every year is the reference point for calculating the duration of holding salary grades for officials and public employees and workers.

Subjects not considered for early salary grade promotion:

According to the regulations issued together with Decision 1886/QD-KTNN, there are 4 cases not considered for early salary grade promotion as follows:

  1. After the latest early salary grade promotion, officials and public employees and workers have not undergone the regular salary grade promotion as prescribed (including those promoted in rank for officials and public employees after early salary grade promotion).
  2. Officials, public employees, and workers who have enough time for regular salary grade promotion in the year under review for early salary grade promotion (by December 31) are not subject to early promotion;
  3. During the period of holding the current salary grade, there are violations subject to disciplinary actions as prescribed by the Law on Cadres, Civil Servants, Law on Public Employees, and current regulations of the competent authority;
  4. Officials, public employees, and workers promoted in rank (to a higher rank):
    1. When promoted in rank, if the salary difference between the new rank and the old rank is greater than the gap between the two salary grades in the new rank, the time for considering early salary grade promotion in the new rank (after promotion) must complete one cycle of regular salary grade promotion as prescribed.
    2. When promoted in rank, if the salary difference between the new rank and the old rank is smaller than the gap between the two salary grades in the new rank; but before being appointed to the new rank (3 years holding the grade in the old rank from the date of appointment to the new rank), the official has been promoted in salary grade early, the time for considering early salary grade promotion in the new rank (after promotion) must complete one cycle of regular salary grade promotion as prescribed.

Criteria for achievements eligible for early salary grade promotion:

Retention period of commendation achievements for early salary grade promotion examination:

- For officials and public employees and workers eligible for regular salary grade promotion every 3 years (36 months)/cycle: The retention period for commendation achievements is 6 years (72 months) from the issuance date of the recognition decision;- For officials and public employees and workers eligible for regular salary grade promotion every 2 years (24 months)/cycle: The retention period for commendation achievements is 4 years (48 months) from the issuance date of the recognition decision.- For those who have been promoted early in salary grade, all achievements obtained before the date of the early salary grade promotion decision within the retention period of 6 years or 4 years specified in Points a and b, Clause 1 of this Article are not considered for the next promotion.

Criteria for commendation achievements and time for early salary grade promotion:

Criteria for commendation achievements: Within the retention period of commendation achievements as specified above, officials and public employees and workers who complete tasks and achieve commendation achievements, ranked in order of priority from highest to lowest achievement, until the target is exhausted, are as follows:

  1. Awarded the title of Labor Hero;
  2. Awarded the Independence Order of different classes;
  3. Awarded the Labor Order, the Military Exploit Order, the Fatherland Protection Order of different classes;
  4. Awarded the title of National Emulation Fighter;
  5. Awarded a Certificate of Merit by the Prime Minister of the Government of Vietnam;
  6. Awarded a Certificate of Merit by the State Auditor General twice or more;
  7. Twice awarded the title of Sector Emulation Fighter;
  8. Awarded the title of Sector Emulation Fighter one year and a Certificate of Merit by the State Auditor General;
  9. Continuously awarded the title of Office Emulation Fighter for 5 years;
  10. Recognized as a professor, associate professor, or granted a doctoral degree;
  11. Continuously awarded the title of Office Emulation Fighter for 4 years;
  12. Awarded the title of Sector Emulation Fighter one year;
  13. Continuously awarded the title of Office Emulation Fighter for 3 years;
  14. Continuously awarded the title of Office Emulation Fighter for 2 years and awarded a Certificate of Merit by the State Auditor General once;
  15. Awarded the title of Office Emulation Fighter for 2 years and awarded a Certificate of Merit by the State Auditor General once;
  16. Continuously awarded the title of Office Emulation Fighter for 3 years;
  17. Awarded the title of Office Emulation Fighter for 2 consecutive years, and within these 2 years, awarded a Certificate of Merit by the State Auditor General one year or as per the State Auditor General's designation.

Moreover, officials and public employees and workers who complete tasks and obtain a Certificate of Merit from the State Auditor General for extraordinary and exceptional achievements in their work are also considered for early salary grade promotion.

Time for early salary grade promotion:

Officials, public employees, and workers who meet all criteria and conditions for early salary grade promotion as prescribed in the regulations are promoted one salary grade 12 months in advance.
