Standards of professional ethics in Vietnam

Standards of training and retraining qualifications for the title of class I heritage officer in Vietnam
- Possessing a master's degree or higher relevant to the field of cultural heritage;
- Possessing a certificate of standardization of professional titles for public employees specializing in cultural heritage.
Standards of professional competence for the title of class I heritage officer in Vietnam
- Firmly grasping the guidelines and guidelines of the Party, policies and laws of the State, development strategies in the field of protection and promotion of cultural heritage values;
- Having in-depth knowledge on the protection and promotion of cultural heritage values;
- Capable of analyzing, synthesizing, systematizing, proposing, and advising on the development of policies, legal documents, schemes, and programs on the protection and promotion of cultural heritage values;
- Capable of organizing and directing the research and application of scientific and technical advances to improve and enhance the quality and effectiveness of the protection and promotion of cultural heritage values;
- Having basic information technology skills, using foreign languages, or using ethnic minority languages for officials working in ethnic minority areas according to job position requirements.
Requirements for officials to participate in the exam or consider promotion to the professional title of a class I heritage worker
- Having held the professional title of class II heritage officer or equivalent for six years or more. In cases of equivalent duration, must have at least 01 year (full 12 months) of holding the professional title of class II heritage officer by the expiration date of the deadline for submitting the application for registration for competition or consideration for promotion;
- During the time of holding the professional title of class II heritage officer or equivalent, he has presided over the research and development of at least 02 topics, schemes, projects, and scientific research programs at ministerial or branch level in the field of protection and promotion of cultural heritage values, which have been accepted and approved by competent authorities, or has presided over the implementation of at least 02 national and international archaeological collections and excavations.
Duties of officials holding the title of class I heritage officer in Vietnam
- Assuming the prime responsibility for formulating long-term, medium-term, and annual work plans on the protection and promotion of cultural heritage values of the unit and organizing the implementation after it is approved;
- Presiding over the research and application of scientific and technological achievements in the protection and promotion of cultural heritage values;
- Developing outlines for display and introduction of cultural heritage and relic conservation projects; organizing exhibitions on particularly important topics, national and international scale;
- Developing schemes and projects and organizing the implementation of national and international archaeological surveys, collections, and excavations;
- Participating in the development of legal documents, undertakings, policies, and strategies for the protection and promotion of cultural heritage values;
- Developing program content, compiling documents, and organizing training and professional guidance for lower-class heritage members.
