The Ministry of Home Affairs is seeking public comments on the Draft Circular guiding certain Articles of Decree 101/2017/ND-CP on the training of officials and public employees (Vietnamese official and public employee). Notably, the regulations on the standards for becoming a training lecturer have been specified in more detail compared to the current regulations. The standards for becoming a training lecturer for Vietnamese official and public employee are as follows:

- Information technology proficiency according to basic usage skills standards as prescribed in Circular 03/2014/TT-BTTTT
- Master’s degree or higher suitable for the teaching specialty
- Certificate of pedagogical training for lecturers
- Certificate of lecturer training (Grade II)
- Intermediate political theory level or higher
- Language proficiency level 3 (B1) as prescribed in Circular 01/2014/TT-BGDDT
- Information technology proficiency according to basic usage skills standards as prescribed in Circular 03/2014/TT-BTTTT
- Doctorate degree suitable for the teaching specialty
- Certificate of pedagogical training for lecturers
- Certificate of lecturer training (Grade I)
- Advanced political theory level
- Language proficiency level 4 (B2) as prescribed in Circular 01/2014/TT-BGDDT
- Information technology proficiency according to basic usage skills standards as prescribed in Circular 03/2014/TT-BTTTT
