Criteria and conditions for consideration for promotion to public employees in the physical education and sports sector in Vietnam (Internet image)
Circular 12/2022/TT-BVHTTDL issued by the Ministry of Culture, Sports, and Tourism on December 12, 2022, stipulates standards and conditions for examination or promotion; form, content, and identification of successful candidates in the consideration for promotion to professional titles of public employees specialized in physical training and sports.
The criteria and conditions for consideration for promotion to professional titles are as follows:
1. Criteria and conditions to participate in the competition for promotion of professional titles
Pursuant to Article 3 of Circular 12/2022/TT-BVHTTDL, the criteria and conditions for participating in the competition for promotion of professional titles are as follows:
- Being appointed by a competent agency, organization, or unit to participate in the professional title promotion exam.
- Meeting the standards and conditions specified in Clause 1, Article 32 of Decree 115/2020/ND-CP on recruitment, employment, and management of public employees.
- Satisfying the requirements for diplomas, certificates, and other requirements of professional title standards as prescribed in Circular 07/2022/TT-BVHTTDL stipulating codes, standards for professional titles, and salary classification of public employees specialized in physical training and sports.
2. Criteria and conditions for consideration for promotion to professional titles
According to Article 4 of Circular 12/2022/TT-BVHTTDL, the criteria and conditions for consideration for promotion to professional titles are as follows:
- Master Coach (rank II) to Senior Coach (rank I):
Meet the standards and conditions in Article 3 of Circular 12/2022/TT-BVHTTDL and have excellent achievements in professional activities associated with the job position, specifically:
Officials who, while holding the professional title of main coach (class II), directly train and train athletes to achieve at least one of the following achievements: Medal at the Olympic Games; Medals at the Paralympic Games; Gold medal at the World Championships; Gold medal at the Asian Games; Gold medal at the Asian Paralympic Games; Gold medal at the Youth Olympic Games.
- Coach (rank III) to Master Coach (rank II):
Meeting the standards and conditions in Article 3 of Circular 12/2022/TT-BVHTTDL and having excellent achievements in professional activities associated with the job position, specifically:
Officials who, while holding the professional title of coach (class III) directly train and train athletes, achieve at least one of the following achievements:
+ Medals at the Asian Games;
+ Medals at the Asian Paralympic Games;
+ Gold medal at the Asian Championship of Olympic Sports, Asian Games;
+ Medals at world championships;
+ Medals at the Youth Olympic Games.
- Instructor (class IV) to Coach (class III):
Satisfy the standards and conditions in Article 3 of Circular 12/2022/TT-BVHTTDL and is an official holding the professional title of Guide (class IV).
3. Application for consideration for professional title promotion in Vietnam
In Article 5 of Circular 12/2022/TT-BVHTTDL, based on the employment position and needs of public non-business units, the agency employing public employees proposes the public employee management agency to consider and decide according to its competence or submit to competent agencies for consideration and decision the consideration for promotion of professional titles as follows:
- Application for registration for consideration for promotion to professional titles of public employees specialized in physical training and sports shall comply with the provisions of Article 36 of Decree 115/2020/ND-CP, specifically:
Application for registration for examination or consideration for promotion of professional titles includes:
(1) Resumes of public employees according to current regulations are made no later than 30 days before the deadline for submission of application documents or considering promotion to professional titles, certified by agencies or units employing public employees;
(2) Comments and evaluations of the head of the public non-business unit employing public employees or the head of the agency competent to manage the public non-business unit on the standards and conditions for registering for exams or considering promotion to professional titles of public employees according to regulations;
(3) Copies of diplomas and certificates as required by the professional title to be contested or considered for promotion;
In case the public employee has a professional diploma that qualifies for output in foreign languages and informatics according to regulations, which corresponds to the requirements of the professional title to take the exam or consider for promotion, it shall be used instead of certificates in foreign languages and informatics;
In case public employees are exempted from foreign language and computer science exams as prescribed in Clauses 6 and 7, Article 39 of Decree 115/2020/ND-CP, they will be exempted from foreign language certificates and informatics certificates;
(4) Other requirements as prescribed by the professional title standards for competition or promotion.

4. Contents of consideration for professional title promotion in Vietnam
Pursuant to Clause 3, Article of Decree 115/2020/ND-CP, the contents of consideration for promotion are as follows:
Appraisal of the satisfaction of criteria and conditions for consideration for promotion specified in Article 4 of Decree 115/2020/ND-CP, specifically:
- The recruitment of public employees must be based on job demands, job positions, professional title standards, and the salary fund of public non-business units.
- Agencies or units competent to recruit public employees shall develop recruitment plans and report them to the competent agency managing public employees for approval or decide according to their competence as a basis for recruitment before each recruitment period. The contents of the recruitment plan include:
+ Number of assigned employees and unused employees of public non-business units employing public employees;
+ Number of officers to be recruited in each job position;
+ Number of job vacancies to be recruited for ethnic minorities (if any), in which clearly defined criteria and ethnic structure to be recruited;
+ Standards and conditions for applying for each job position;
+ The form and content of the entrance examination or examination;
+ Other contents (if any).
5. Determination of the successful candidate in the promotion review in Vietnam
Pursuant to Article 6 of Circular 12/2022/TT-BVHTTDL, the determination of successful candidates in the promotion review period is as follows:
- Officers who are recruited in the promotion review period are public employees who fully meet the criteria and conditions as prescribed in Articles 4 and 5 of Circular 12/2022/TT-BVHTTDL and are recognized by the head of the agency or unit organizing the promotion consideration for their successful results in the promotion review period.
- In case there are 2 or more equal candidates in the final quota, the determination of the successful candidates shall be made in the following order of priority:
+ Officials are female;
+ Officials are ethnic minorities;
+ Senior officers (in days, months, and years);
+ Officials have more working time.
If the candidate still cannot be identified, the head of the agency or unit competent to organize the consideration for promotion of professional titles shall consider and decide after discussing with the head of the agency competent to manage public employees.
Circular 12/2022/TT-BVHTTDL takes effect as of February 1, 2023.
