Contents of examination papers for recruitment of customs officers

Application for admission

An application for recruitment consists of the persons specified in Section IV of Official Letter 1317/TCHQ-TCCB 2022 notifying the recruitment of officials for the crew and dog instructors as follows:

Application for admission

9 Duong Dinh Nghe street, Cau Giay district. Hanoi, or directly to the Customs Department where the candidate applies for admission.

- Each set consists of the following documents:

+ A written registration for selection, made according to a set form. In the application form, the candidate must write his/her name on each page of the application form and confirm that the information provided in the application form is true.

+ Photocopies (no authentication, notarization, photocopy) including: diplomas, academic transcripts (doctor, master's degree, university, college, intermediate level); diplomas, certificates to be exempted from foreign language, informatics: professional certificates as required by the titles applied.

For qualifications issued by foreign educational institutions, the photocopies of qualifications and translations of diplomas into Vietnamese to be notarized and the photocopies of qualifications equivalent to training levels prescribed in the National Qualifications Framework of Vietnam must be submitted when the application for admission is submitted. If the candidate is exempted from the procedures for recognition of qualifications as prescribed in Article 5 of Circular No. 13/2021/TT-BGDDT dated April 15, 2021 of the Ministry of Education and Training, he/she must submit documents proving that he/she is exempted from the procedures for recognition of qualifications as prescribed.

+ For applicants who are subjects prioritized for recruitment, they shall additionally submit papers specified in Section 2, Part I of this Announcement (priority policy in recruitment).

+ 02 envelopes with stamps, full name and address of the recipient (the candidate is a candidate)

- Notes:

+ For recruitment candidates, they are not required to submit papers such as health examination papers, curricula vitae and birth certificates (except for the cases guided in Section 2, Part I of this Notice) and shall not have to submit foreign language and computer skill certificates when registering for recruitment.

+ All the above-mentioned dossiers must be granted recruitment registration cards by competent agencies before the expiration of the time limit. If the issuance time is over but the deadline for submission of application is not valid."

Accordingly, a dossier of registration for recruitment contains the above-said components. Registrants shall submit dossiers to the General Department of Customs or provincial-level Customs Departments with which they register for selection.

What are the exams taken

The content and form of examination are provided in Section V of Official Dispatch No. 1317/TCHQ-TCCB in 2022.

Content and form of contest

The examinations for recruitment of seafarers and dog instructors shall be carried out in 2 test rounds:

- Below 1: Written exam.

The multiple-choice test includes 3 parts of the test, for the following classes:

+ Part I: General knowledge:

08.052) and customs staff's ranks (08.053), consisting of 60 questions in 04 areas: the political system, the organizational structure of the Communist Party and the State; the state administrative management; the officials and public employees; the organizational structure and functions of the units affiliated to the General Department of Customs. 60 minutes.

+ Part II: Foreign language:

- For scale of customs intermediate examiner (08.052): English is composed of 30 questions, duration of 30 minutes; English is equivalent to level 1 of 6-level foreign language capacity framework for Vietnamese.

- For the scales of customs officers (08.053): no examination is required.

+ Part III: Informatics:

03/2014/TT-BTTTT dated March 11, 2014 and the Ministry of Information and Communications on regulations on information technology skills for users.

* For the scales of customs officers (08.053): no examination is required.

If a answer of at least 50% of the questions are given, the candidate is allowed to continue the first examination.

- Roadside 2: Professional exam.

+ Exam form: interview

+ Exam contents:

* For customs examiner's rank (08.052):

ON BEHALF OF THE GOVERNMENT

+ Have basic knowledge about the Communist Party's guidelines, the State's policies and laws, and the Customs Law.

+ Having knowledge and skills of commanding and steering vessels, promptly responding to patrol and control activities; suppressing, chasing and arresting violating vessels at sea; organizing the management and control of vessels to ensure safety for people and vehicles as prescribed.

* For the customs officer's rank (08.053):

Chief engineer and second engineer titles:

+ Have basic knowledge about the Communist Party's guidelines, the State's policies and laws, and the Customs Law.

+ Enable learners to possess basic knowledge and skills in operating, managing and operating the ship engine and engineering department; ensure that the technical safety of the engine system and timely meet the ship's requirements.

Job title:

+ Have basic knowledge about the Communist Party's guidelines, the State's policies and laws, and the Customs Law.

+ Enable learners to possess basic knowledge and skills in machine operation, electrical engineering, operation, use and storage of equipment aboard the ship to ensure that the engine is in good working condition.

Seafarer's title:

+ Have basic knowledge about the Communist Party's guidelines, the State's policies and laws, and the Customs Law.

+ Knowledge and skills in vessel operation, use, preservation and maintenance.

Title of "operational dog instructor":

+ Have basic knowledge about the Communist Party's guidelines, the State's policies and laws, and the Customs Law.

+ Training in professional competence in customs control.

* Score: 100 points The specific score structure shall be prescribed by the manager of examination center.

* Time of examination: 30 minutes for interview."

Accordingly, the candidate will round the multiple-choice test and professional test.

- Graduation tests with three parts including basic knowledge, foreign language and computer skill tests.

- Professional exam means an interview of basic knowledge in each specialty in conformity with the scale registered by the candidate.
