Evaluation and Classification Form for Officials and Public Employees
According to current regulations in Decree 56/2015/ND-CP on evaluation and classification of officials and public employees, the evaluation and classification of officials and public employees are conducted annually. The evaluation and classification period for officials and public employees takes place in December each year, before the annual emulation and commendation.
The evaluation criteria for officials and public employees as guided in this Decree are as follows:
1. For the evaluation of officials
According to Article 8 of Decree 56 and Clause 1 Article 28 of Law on Cadres and Civil Servants 2008, officials are evaluated based on the following criteria:
- Compliance with the guidelines, policies of the Communist Party, and the laws of the State;- Political qualities, ethics, lifestyle, demeanor, and working styles;- Leadership, administration, and task execution capabilities;- Sense of responsibility in work;- Results of task performance.
2. For civil servants
According to Article 15 of Decree 56, Clause 1 Section VI of Guideline 1326/HD-UBDT, and Clauses 1 and 2 of Article 56 of Law on Cadres and Civil Servants 2008, civil servants are evaluated based on the following criteria:
* For non-leadership and non-management civil servants:
- Compliance with the guidelines, policies of the Communist Party, and the laws of the State;- Political, ethical qualities, lifestyle, demeanor, and working styles;- Skills, qualifications, and professional expertise;- Progress and results of task performance;- Sense of responsibility and coordination in task performance;- Attitude in serving the public.
* For leadership and management civil servants (from deputy, department heads, and equivalents upwards):
- Criteria for non-leadership and non-management civil servants;- Activity results of the agencies, organizations, units, and fields under their leadership and management;- Leadership and management capabilities;- Capability to unite and gather civil servants.
3. For public employees
According to Article 22 of Decree 56, Clause 1 Section VII of Guideline 1326/HD-UBDT, and Clauses 1 and 2 of Article 41 of Law on Public Employees 2010, public employees are evaluated based on the following criteria:
* For public employees not holding management positions:
- Results of work or tasks as per the signed employment contract;- Compliance with professional ethics regulations;- Sense of responsibility, attitude in serving the public;- Cooperation spirit with colleagues;- Adherence to the code of conduct for public employees;- Fulfillment of other obligations of public employees.
* For public employees holding management positions:
- Criteria for public employees not holding management positions;- Activity results of the agencies, organizations, units, and fields under their leadership and management;- Leadership, management, administration capacities, and task execution organization capabilities.
