1. Criteria for selecting cadres for training in Vietnam

According to Article 3 of the Regulation promulgated together with Decision 02-QD/BCD in 2022, officials assigned to training must meet the following general conditions and standards:

- Successfully complete assigned tasks.

- Not during the period of review, disciplinary action, or during the time of disciplinary action from reprimand or more; they are not allowed to exit or enter the country as prescribed by law.

- The content of the training course is suitable for the profession, the profession currently working or the leadership and management positions that are planned.

- Having enough health to meet the requirements of the refresher course.

- Being sent to training no more than twice a year, not arranged to participate in training for 02 consecutive years according to the budget for implementation of Conclusion 39.

For short-term training, staff can only participate once. In case of necessity, it will be considered and decided by the Leader of the Steering Committee for the implementation of Conclusion 39.

- Having a commitment before being sent for training (according to the form promulgated together with the Regulations).

2. Training form, time, and eligible subjects in Vietnam

* Short-term training

The subjects specified in Clause 1, Article 4 of the Regulation promulgated together with Decision 02-QD/BCD in 2022, sent for short-term training (about 2 weeks) include:

- Officials under the management of the Politburo and the Secretariat;

- Leading officers of the General Department and equivalent level; leaders at departmental, departmental and equivalent levels of central government departments, ministries, and socio-political organizations;

- Member of the Standing Committee of the Province; City Party Committee; Party Committee directly under the Central Government; and the equivalent.

* Mid-term fostering

According to Clause 2, Article 4 of the Regulation promulgated together with Decision 02-QD/BCD in 2022, the subjects who are sent for medium-term training (about 3 months) are prescribed as follows:

- Officials under the management of the Politburo and the Secretariat;

- Leading officers of the General Department and equivalent level; leaders at departmental, departmental and equivalent levels of central government departments, ministries, branches and socio-political organizations;

- Member of the standing committee of the province, city party committee, party committee under central authority and equivalent;

- Leading officials at departmental level and equivalent or higher in the locality.

* Foreign language training

Subjects sent for foreign language training (about 4 months in the country and 4 months abroad):

As cadres, civil servants and public employees must regularly use foreign languages in their work, related to one of the following areas:

- Foreign affairs and foreign affairs;

- International cooperation, security, and defense;

- Investment, trade promotion, tourism, management of economic zones, industrial parks, project management with foreign countries, labor cooperation with foreign countries;

- Information, propaganda, and external communication;

- Research and teaching at political schools, colleges, universities, academies, academies;

- Work related to foreign elements at party, state, and socio-political organizations.

3. Selection of staff for training in Vietnam

The process of selecting staff for training shall comply with Article 6 of the Regulation promulgated together with Decision 02-QD/BCD in 2022, specifically as follows:

- Based on the approved annual training plan, the Standing Body of the Steering Committee for the Implementation of Conclusion 39 (referred to as the Standing Body) shall notify the targets, conditions, and standards. 
Appointed cadres are trained to work for other agencies, organizations, localities, and units.

- Based on the criteria, conditions, and standards of staff of each training course and the training needs, agencies, organizations, localities, and units shall select and make a list; and send the registration dossier to the Standing Agency for synthesis.

- The standing agency summarizes and appraises the list and dossiers of registered officers; organizes interviews and tests (if any) to report to the leadership of the Steering Committee for the implementation of Conclusion 39 for consideration and approval.
