This is the content mentioned in the Draft Decree on the training and retraining of officials and public employees.
Target Groups for Training and Education
- Officers and officials currently working in agencies of the Communist Party of Vietnam, the State, and central socio-political organizations; in provinces and centrally-run cities; in districts, district-level towns, provincial-level cities, and centrally-run cities;- Officers and officials at the commune, ward, and commune-level town levels, and non-specialist workers at the commune level;- Employees in public service providers.
Conditions for Officials and Public Employees to be Sent for Postgraduate Training
For Officials
- Must have at least 03 years of work experience and at least 02 continuous years of successfully fulfilling tasks;- Must be under 40 years old at the time of first postgraduate training;- Must commit to performing duties at the agency or unit after completing the training program for a period at least twice the training duration;- The training field must be relevant to the job position;- Must have professional competence and qualifications that meet long-term usage requirements in the agency's human resource development plan.
Thus, the conditions for officials to be sent for postgraduate training have some changes compared to the provisions in Decree 18/2010/ND-CP, such as: reducing the required work experience to 03 years (current regulation is 05 years), having at least 02 continuous years of successfully fulfilling tasks (current regulation is at least 03 continuous years of successfully fulfilling tasks), and committing to performing duties at the agency or unit after completing the training program for at least twice the training duration (current regulation is at least three times the training duration). Moreover, an additional condition is included that requires professional competence and qualifications to meet long-term usage requirements in the agency's human resource development plan.
For Public Employees
- Must not be in the probation period;- Must commit to performing duties and professional activities at the agency or unit after completing the training program for a period at least twice the training duration;- The training field must be relevant to the job position;- Must have professional competence and qualifications that meet long-term usage requirements in the agency's human resource development plan.
Compared to the provisions in Circular 19/2014/TT-BNV, which regulates and guides the training and retraining of public employees, the condition ensuring the working period of public employees after graduation to be at least twice the training duration is no longer required. Additionally, the condition that public employees sent for training must not be in their probation period is added.
The draft decree also stipulates the conditions for officials and public employees to be sent for training abroad.
