Communal Civil Servants Must Have Professional Qualifications of College Degree or Higher

Here is the noteworthy content in the Draft Circular guiding certain regulations on commune-level officials and part-time workers at commune level, in villages, and in residential groups (Draft No. 1).

Officials at the commune level, in addition to meeting the general standards stipulated in Article 3 of Decree 112/2010/ND-CP, must also meet the following specific standards:

- Must be at least 18 years old;

- Graduated from high school or equivalent;

- Possess an information technology application certificate according to the skill standards for using information technology as prescribed in Circular 03/2014/TT-BTTTT;

- Regarding professional qualifications: (i) For officials at the ward, commune-level town: Hold a university degree or higher in a discipline suitable to the requirements of the official position undertook; (ii) For officials at the commune level: Hold a professional college degree or higher in a discipline suitable to the requirements of the official position undertook;

- Ethnic minority languages: In working areas where ethnic minority languages are used in public affairs, officials must be proficient in the relevant ethnic minority language; if not proficient at recruitment, they must complete a suitable ethnic minority language course within 12 months after recruitment;

- Within 36 months after being recruited, officials must complete a training course in state administrative management and a training course in political theory following the program for the current commune-level official position.

Thus, it can be observed that compared to the current regulations in Circular 06/2012/TT-BNV regarding professional qualifications, this Draft Circular imposes higher requirements for commune-level officials. Specifically, ward and commune-level town officials must hold a university degree or higher, and commune officials must hold a professional college degree or higher (previous regulations only required commune, ward, and commune-level town officials to graduate from professional secondary education).
