Code of Conduct for Officers and Soldiers of the People's Public Security Forces in Vietnam (Draft)

Draft Circular on the Code of Conduct for the People's Public Security Force in Vietnam is currently open for public comments on the Ministry of Public Security's online portal. It introduces numerous regulations regarding the conduct of People's Public Security Force officers and soldiers in their duties, within their units, in social relations, and with the natural environment.

No Scope of Conduct Conduct Behaviors
1 Internal  
  + Superiors
  • Comply with directives, orders, and tasks assigned by superiors; respect and trust superiors.
  • Report honestly, fully, and promptly on the situation and outcomes of the assigned tasks.
  • Proactively propose, recommend, and contribute to working methods, management, and unit administration; listen and absorb the opinions of superiors.
  + Subordinates
  • Respect, assist, share experiences, listen to the thoughts, aspirations, and legitimate requests of subordinates.
  • Be exemplary in work, study, self-improvement, and cultivating moral qualities, lifestyle, People's Public Security Forces in Vietnam ethical standards; do not exhibit authoritative, arrogant, bureaucratic, oppressive, yelling, insulting behaviors, or diminish subordinates' dignity.
  • Be democratic and objective in evaluating, classifying staff; clearly delegate tasks to subordinates, the right person for the right job.
  • Do not cover up subordinates' violations; protect subordinates' honor when facing false complaints or accusations.
  • Trust, encourage, and utilize subordinates' abilities and strengths; facilitate their learning to improve political theory, law knowledge, expertise, professional skills, and conduct culture.
  + Colleagues
  • Respect each other's personality and private life; protect the reputation and dignity of comrades and team members.
  • Be united and cooperative in performing assigned tasks; be receptive and learn from the righteous opinions of comrades; maintain a positive attitude towards comrades' development and progress.
  • Practice self-criticism and criticism objectively, sincerely, and straightforwardly for constructive purposes; avoid using words or actions that disrupt internal unity, slander, lie, degrade reputation, or engage in personal retribution.
2 With the People
  • Respect, be polite, and closely associate with the People.
  • Interact and work with the public with a friendly, diligent, responsible attitude; use proper, polite, courteous, and humble language; prioritize resolving issues for the elderly, weak, disabled, sick, and pregnant women.
  • Avoid behaviors and language that harass, trouble, or show indifference to the public's lawful demands; do not cause tension, frustration, or intimidate the public; do not arrange meetings with the public to handle affairs outside agencies or work hours.
  • Propagate and mobilize people to comply with the law and actively participate in the movement "All People Protect National Security".
3 With Subjects of Legal Struggle and Violations
  • Strictly implement the policies, guidelines of the Communist Party, the laws of the State, and the regulations of the public security sector in combating and handling criminals and legal violations.
  • Be resolute, resourceful, brave, and clever in carrying out duties; handle violations objectively and truthfully, ensuring political, legal, and professional requirements.
  • When interacting with law-breaking subjects, People's Public Security Forces in Vietnam officers and soldiers must maintain proper posture, etiquette, and behavior; have a proper attitude, without insulting or discriminating against violators.
  • Do not misuse the assigned functions and duties to distort case files, leading to escaping criminals, wrongful convictions, or for personal gain.
4 With Foreign Organizations and Individuals
  • Strictly implement the policies and guidelines of the Communist Party, laws of the State, and rules of the public security sector concerning contact, relationships, and work with foreign organizations and individuals, and regarding foreign policy and international cooperation.
  • Respect the customs, practices, beliefs, religions, and cultures of foreigners.
  • Avoid words and actions that harm the interests, image of the country, and the people of Vietnam; the traditions, honor, and reputation of the Vietnam Public Security Forces (People's Public Security Forces in Vietnam).
5 Within the Family
  • Be exemplary, and advocate and educate family members to strictly follow the policies and guidelines of the Communist Party, the laws of the State, and the regulations, conventions of the local residence.
  • Set an example in daily life, practice a civilized lifestyle, build a cultural family; foster a healthy, harmonious, progressive, and happy lifestyle.
  • Do not allow family members to intervene in the affairs of the agency or unit, or misuse the influence of the position and job to violate the law and the regulations of the public security sector.
6 At the Place of Residence
  • Be exemplary in fulfilling civic obligations, actively participate in the movement "All People Unite to Build a Cultural Life"; regularly maintain contacts with the local Party Committee, administration, and residents; respect community conventions; be close, united, and supportive to everyone around.
  • Encourage and mobilize people to strictly comply with the regulations at their place of residence. Actively cooperate in crime prevention, combating violations of the law, and social evils.
  • Do not misuse the influence of the position and job to improperly interfere in local activities at the place of residence.
7 In Public Places
  • Be exemplary in complying with public rules, regulations, and ethical standards; behave civilized, friendly, maintain public order, and cleanliness.
  • Avoid behaviors that violate the norms of customs, good traditions, and cultural identity of the nation in public places.
8 With the Natural Environment
  • Maintain, protect the natural environment as "Green - Clean - Beautiful".
  • Promote, educate, and mobilize everyone to maintain hygiene, protect natural landscapes, and support environmental protection movements.
9 Through Telephone and Internet Use
  • When communicating over the phone, People's Public Security Forces in Vietnam officers and soldiers must state their name, title, unit, and provide clear, complete information; use civilized, polite, concise, and understandable language; do not exchange confidential information over the phone.
  • When using the internet, People's Public Security Forces in Vietnam officers and soldiers must not access, store, disseminate, comment on, or share online information, materials, articles, and images that are contrary to traditional customs; contrary to the policies and guidelines of the Communist Party, the laws of the State, and the regulations of the Ministry of Public Security; and must not introduce or use the name, images, and insignia of the police unit on social networks.
10 When Using Means and Equipment for Work
  • Preserve, protect, and use the assets and equipment provided economically and effectively.
  • Do not use assets and work equipment improperly or for personal purposes.
