Civil Servants Must Contribute a Portion of the Funds for Level 4 Foreign Language Training

The Prime Minister of the Government of Vietnam has just issued Decision 1659/QD-TTg approving the Scheme "National Program on Foreign Language Learning for Officials and Public Employees for the Period 2019 - 2030".

The goal is that by 2025, 60% of public employees and 50% of public employees holding leadership management positions will achieve a foreign language level of 4 or above; aiming to ensure that by 2030, 70% of public employees and 60% of public employees holding leadership management positions will achieve a foreign language level of 4 or above.

Notably, the funding to ensure the training and foreign language fostering activities for public employees will be allocated from the financial sources of public service providers (excluding the state budget allocated for the unit); contributions of public employees and other legal sources according to legal regulations.

This content is consistent with the provision outlined in Section 2, Article 2 of Circular 36/2018/TT-BTC, which states: “The funding for the training and fostering of public employees is ensured from the financial sources of the public service provider, contributions of public employees, and other sources according to legal regulations.”

Thus, under this scheme, a large number of public employees will have to participate in training and fostering programs to achieve a foreign language level of 4, and part of the training and fostering costs will be self-contributed by the public employees.

In addition, Decision 1659/QD-TTg also clearly states the implementation period of the Scheme from 2019 to 2030, with the 03 phases of the Scheme implemented as follows:

- Phase 2019 - 2020: Ministries, sectors, and localities focus on formulating plans to implement the Scheme "National program on foreign language learning for officials and public employees for the period 2019 - 2030” of their respective agencies and units with set goals, requirements, and activities. Review and complete the regulations on standards and foreign language proficiency for Vietnamese officials and public employees.

- Phase 2021 - 2025: Organize the execution of the duties and solutions of the Scheme to achieve the objectives. Expand the network of training and fostering capabilities and prestige participating in the Scheme.

- Phase 2026 - 2030: Intensify the execution of activities to achieve the Scheme's objectives. Make foreign language learning a regular, practical activity and implement it uniformly and comprehensively across the country to improve the quality and efficiency of public service performance and working in an international environment of the team of Vietnamese officials and public employees.
