Calculation of Salary, Allowances, and Operational Expenses for Vietnamese Officials and Public Employees from July 01, 2020

This is the key content in the Draft Circular guiding the implementation of the statutory pay rate for individuals receiving salaries and allowances in agencies, organizations, and public service providers of the Communist Party, the State, the Vietnam Fatherland Front, political-social organizations, and associations.

Previously, according to the spirit of Resolution 86/2019/QH14 on the 2020 state budget estimation, it was stated clearly:

Implement adjustment of statutory pay rate from 1.49 million VND/month to 1.6 million VND/month, adjust pensions, social insurance allowances, monthly allowances as per regulations (entities guaranteed by the state budget), and preferential allowances for people with meritorious services to the revolution, increasing by the same rate as the statutory pay rate adjustment, effective from July 1, 2020.

Draft Circular guiding salary calculation, allowances, and activity fees are as follows:

- For officials, public employees, and workers:

- For People's Council representatives at all levels:

- For non-specialized persons working at commune level, in hamlets, and residential groups:

From July 1, 2020, the allowance fund allocated by the state budget for each commune level, each hamlet, and each residential group stipulated in Clause 5 and Clause 6, Article 2 of Decree 34/2019/ND-CP is calculated according to the statutory pay rate of 1,600,000 VND/month. The specific allowance levels for these subjects are implemented as per regulations in Clause 5 and Clause 6, Article 2 of Decree 34/2019/ND-CP.

- For individuals working in cryptographic organizations:

Individuals working in cryptographic organizations under the management of the Ministry of National Defense (BQP) and the Ministry of Public Security (BCA) shall follow the guidance of these ministries.

Individuals working in cryptographic organizations in agencies of the Communist Party, the State, and socio-political organizations (not under the management of the BQP and BCA) shall calculate salaries, allowances, and retained difference coefficients (if any) as per regulations for Vietnamese officials and public employees mentioned above.

Currently, the Draft is open for public comments until May 31, 2020, and will soon be issued to guide the implementation as per the new statutory pay rate. See detailed content of the Draft Circular HERE.
