The fact that Vietnam's statutory pay rate in 2021 will remain at 1,490,000 VND/month not only affects the salary of officials and public employees but also affects the bonus level of Party members in 2021.

According to the Resolution No. 128/2020/QH14 of the National Assembly of Vietnam, in 2020, no adjustment to the statutory pay rate, mandatory retirement pension, social insurance benefits and monthly benefits (granted to persons receiving financial support from state budget) and financial initiatives granted to persons rendering meritorious revolutionary services has been made. Concentrating resources on the prevention and control of the Covid-19 epidemic, overcoming the consequences of natural disasters, implementing the issued social security policies, ensuring national defense, security and foreign affairs. Concurrently, also according to this Resolution, statutory pay rate and poverty line shall not be adjusted in 2021.
Thus, the statutory pay rate in 2021 will not increase and remain at 1,490,000 VND/month as prescribed in Decree No. 38/2019/ND-CP. Therefore, according to Guidance No. 56-HD/VPTW, Party members' bonus levels in 2021 are as follows:
1. Bonus levels for rewarded party members
In addition, for the form of excellent reward (not periodically), the bonus level of other forms of commendation given by Party members with outstanding or unexpected achievements is entitled to the above bonus level.
In particular, Party members are rated "Excellently completing tasks" when meeting the standards in Guidance No. 21-HD/BTCTW as follows:
- Being a really typical member of the Party in terms of capacity, moral qualities, lifestyle, always at the forefront of innovation, with specific quantifiable products, with many outstanding achievements in the work that other party members learn and follow.
- The criteria for the performance of the assigned political tasks are assessed at the level of “Excellent”; the remaining criteria are assessed as “Good” or higher.
- Party members who are officials and public employees must be classified as officials and public employees "Excellently completing tasks".
The competent authority shall consider and decide that the number of party members classified as "Excellently completing tasks" must not exceed 20% of the number of party members classified as "Well completing tasks" in each grassroots party organization.
