According to Article 36 of the Law on Officials 2008 of Vietnam, conditions for registration for officials recruitment are as follows:

1. A person who meets all the following conditions, regardless of nationality, gender, social status, belief and religion, may register for civil servant recruitment:

a/ Bearing the sole nationality of Vietnamese;

b/ Reaching full 18 years of age;

c/ Filing an application for recruitment; having a clear personal record;

d/ Possessing relevant diplomas and/or certificates;

e/ Possessing political qualities and good ethics:

f/ Being physically fit for the job;

g/ Meeting other conditions required by the working position for which he/she applies.

According to Article 4 of the Decree No. 24/2010/NĐ-CP of Vietnam’s Government, Article 36 of the Law on Officials 2008 is guided as follows:

The conditions for officials recruitment registration comply with Clause 1 Article 36 of the Law on Officials. Officials-employing agencies shall set other conditions required by working positions under recruitment as provided at Point g. Clause 1. Article 36 of the Law on Officials and report them to officials-managing bodies for approval before the recruitment.

However, Article 4 of Decree No. 24/2010/NĐ-CP has been amended by Clause 1 Article 1 of the Decree No. 161/2018/NĐ-CP of Vietnam’s Government, specifically:

Conditions for official recruitment registration are set out in Clause 1 Article 36 of the Law on Officials. Depending on each working position, the recruiting agency shall determine other conditions according to Point g Clause 1 Article 36 of the Law on Officials provided that they must not be contrary to law regulations, without regard to training mode, qualifications, certificates, and public or private training institution, and reported to the official-managing agency for approval before the recruitment.

Previously, for the condition for recruitment of officials of possessing relevant diplomas and/or certificates, vocational college degrees may not be accepted. However, according to the Decree No. 161/2018/NĐ-CP of Vietnam’s Government, official recruitment registration will not be based on training mode, qualifications, certificates, and public or private training institution. Therefore, people with vocational college degrees are still eligible to participate in the official recruitment exam if there is a job position and payroll quota for that job.
