Allowance Rates for Labor Days and Meal Expenses for Militia and Self-defense Forces

The labor day allowance and meal allowance for militia and self-defense forces are notable provisions in Decree 72/2020/ND-CP, which details certain articles of the Militia and Self-Defense Forces Law regarding the organization of force building and policies for militia and self-defense forces.

Depending on the type of militia and self-defense forces (MSDF), there are different levels of allowances, meal expenses, and other benefits. To be specific:

Militia on-site, mobile militia, air defense, artillery, reconnaissance, communications, engineering, chemical, and medical militia:

- The allowance for workdays is determined by the Provincial People's Committee and approved by the Provincial People's Council, but not less than 119,200 VND. In cases where the duration of the obligation to participate in the MSDF is extended by an authorized decision, the additional allowance is determined by the Provincial People's Committee and approved by the Provincial People's Council, but not less than 59,600 VND.

- The meal expense is equivalent to the basic meal expense of active-duty non-commissioned officers and infantry soldiers of the Vietnam People's Army. (Implemented according to Circular 91/2019/TT-BQP)

- When performing duties far from their residence without the condition to commute daily, they will be provided with food and lodging, transportation, travel expenses, or a one-time travel allowance like commune-level officials.

Sea Militia:

- When performing duties, except for defending the islands and seas: the allowance for workdays is 178,800 VND; in cases where the duration of the obligation to participate in the MSDF is extended by an authorized decision, the additional allowance is determined by the Provincial People's Committee and approved by the Provincial People's Council, but not less than 59,600 VND.

- The meal expense is equivalent to the meal expense of non-commissioned officers and naval soldiers on tier 1 ships docked at the base;

- When performing duties to defend the islands and seas: the allowance for workdays per person is 372,500 VND; the meal expense per day is 149,000 VND.

- For the captain and chief engineer, the responsibility allowance per actual day of operation at sea is 119,200 VND per day.

- The special sea allowance for militia when performing duties at sea is implemented according to the Ministry of Defense's policies on sea duty allowances for defense forces performing duties at sea.

Regular Militia:

- The allowance for workdays and additional allowances for workdays follow the regulations applied to the two MSDF categories mentioned above.

- A one-time allowance for regular militia upon recognition of completing active military service in peacetime, each year of service is given an allowance of 2,980,000 VND. For partial months: less than 1 month is not eligible for the allowance; from 1 to 6 months is given an allowance of 1,490,000 VND; from 7 to 11 months is given an allowance of 2,980,000 VND.

- The special sea allowance is applied according to the regulations for Sea Militia.

- They are entitled to social insurance and health insurance policies like active-duty non-commissioned officers and soldiers of the Vietnam People's Army.

- They are entitled to logistic material standards like active-duty non-commissioned officers and soldiers of the Vietnam People's Army.
