The Ministry of Home Affairs has officially issued Circular 04/2017/TT-BNV guiding the adjustment of monthly allowance levels from July 1, 2017, for commune officials who have retired under Decision 130-CP dated June 20, 1975, and Decision 111-HDBT dated October 13, 1981.

Formula for calculating monthly allowance from July 1, 2017:
Allowance = Allowance received as of June 2017 x 1.0744
To be specific:
Cadres who were former Secretaries of the Communist Party committee, Chairmen of the People's Committee of the commune:
(1,568,000 + 150,000) VND/month x 1.0774 = 1,846,000 VND/month
Cadres who were former Deputy Secretaries, Vice Chairmen, Standing members of the Communist Party committee, Secretary members of the People's Committee, Secretaries of the People's Council, heads of commune military, Chief of commune police:
(1,512,000 + 150,000) VND/month x 1.0744 = 1,786,000 VND/month
Other positions:
(1,388,000 + 150,000) VND/month x 1.0744 = 1,653,000 VND/month
The provincial and municipal People's Committees shall guide and implement the monthly allowance payment from July 1, 2017, as guided in this Circular.
The source of funds for adjusting the monthly allowance for retired elderly commune cadres shall be implemented in accordance with the provisions of Article 3 of Decree 76/2017/ND-CP.
Circular 04/2017/TT-BNV takes effect from September 1, 2017, replacing Circular 01/2015/TT-BNV. The policies stipulated in this Circular are to be implemented from July 1, 2017.
