Legal Secretary respectfully sends to the readers the final part in the series of articles on the new points in the disciplinary regulations of Communist Party members.
23. Communist Party members who engage in unauthorized fundraising or submit dishonest financial reports will be disciplined with a warning or demotion.
24. Communist Party members who demonstrate negligence in the inspection and supervision of banks, leading to serious consequences, will be disciplined with a warning or demotion.
25. Communist Party members who direct or conspire with subordinates to create false documents or vouchers to embezzle money or assets from the State, organizations, and citizens will be expelled from the Communist Party.
26. A reprimand will be issued to Communist Party members who falsely certify to themselves or others to benefit from social welfare policies and preferential policies for those with meritorious services.
27. A warning or demotion will be imposed on Communist Party members who provide false information to benefit from social welfare policies, policies for families of war invalids, martyrs, and those with meritorious services; or exert influence for themselves and their parents, spouses, children, or siblings to benefit from social welfare, relief, and rescue policies inappropriately.
28. Communist Party members who allow others to use their diplomas or certificates for purposes like employment, education, examinations for rank advancement, appointments, elections, or other unauthorized purposes will be warned or demoted.
29. Communist Party members involved in the production, business, importation, or supply of counterfeit contraceptives, those not meeting quality standards, expired or not yet authorized for circulation and use in Vietnam will no longer be disciplined by the Communist Party.
30. A warning or demotion will be imposed on Communist Party members who produce, trade, approve, or permit the importation or supply of medical equipment and pharmaceuticals that do not meet quality standards, are expired, or are not yet authorized for circulation and use in Vietnam.
31. For violations in the execution of duties, tasks, and public services, additional behaviors subject to reprimand include:
- Negligence leading to the incorrect execution of duties, tasks, and public services against prescribed procedures, processes, and timelines, causing consequences to individuals and organizations.
- Failing to report to competent authorities when detecting the legal violations of officials within the organization or unit.
- Requesting organizations or citizens to perform administrative procedures inappropriately.
32. For violations in the execution of duties, tasks, and public services, additional behaviors subject to warning or reprimand include:
- Unlawful management and use of State, organizational, and citizen assets for personal gain.
- Evading responsibility for the consequences caused by their actions in the performance of duties and powers.
- Forming factions, cliques, interest groups, causing division, pulling and creating discord with colleagues within the organization, office, or unit.
- Abusing duties, powers, and using information, documents, or means related to the execution of public duties for personal gain or significantly harming the honor and reputation of the agency or unit.
Communist Party members who know but allow their parents, spouses, or children living in the same household to use, produce, store, trade, or illegally transport drugs will be warned or demoted.
33. Communist Party members who mastermind, initiate, or organize gambling in any form or have been disciplined for gambling but continue to reoffend will be expelled from the Communist Party.
