1. Salaries based on job position

To be specific, in Section 1.3 Part II, Resolution 27 emphasized that, regarding salary policy reform for the public sector, the State pays salaries to officials, public employees, and armed forces based on job position, title, and leadership role, consistent with the State's resources and revenue from public service activities, ensuring reasonable correlation with wages in the labor market; implementing policies for adequate remuneration and rewards based on labor productivity.

From 2021, a new uniform salary policy will be applied for officials, public employees, and armed forces throughout the entire political system.

2. Implementing a new salary structure with three new salary tables

According to Section 3.1 Part II of Resolution 27, a new salary structure for officials, public employees, and armed forces will be designed, consisting of: Basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). Additional bonuses (the bonus fund accounting for about 10% of the total annual salary fund, excluding allowances) will also be included.

Three salary tables will be established for the armed forces, including: One salary table for army officers, police officers, and non-commissioned officers (based on position, title, and military rank or police rank); one salary table for professional military personnel, technical police personnel; and one salary table for defense workers and police workers (thus maintaining the wage relationship of the armed forces relative to administrative officials as currently).

Resolution 27 also clarifies that the new salary table will not apply the statutory pay rate and coefficient as currently but will establish specific monetary amounts for basic salaries. In this, duty allowances, seniority allowances beyond the cap, regional allowances, job responsibility allowances, mobility allowances, security and defense service allowances, and special allowances for the armed forces (army, police, cryptographic) will continue to be applied.

3. Continuing to receive professional seniority allowances

To be specific, for the purpose of restructuring current allowance policies to ensure the total allowance fund does not exceed 30% of the total salary fund, professional seniority allowances for officials and public employees in the public sector will be abolished in the near future. However, there are three groups who will continue to enjoy this seniority allowance: the army, police, and cryptographic forces, to maintain the wage relationship with officials as currently.

Thus, it can be seen that from 2021, all officials and public employees will no longer receive professional seniority allowances as they do presently, but the army, police, and cryptographic forces will continue to receive this type of allowance.
