Recruitment and admission examinations for officials and public employees in Vietnam: 16 particularly important notes

Recently, the Minister of Home Affairs of Vietnam has issued the Circular No. 6/2020/TT-BNV on Regulations on organization of recruitment and admission examinations for officials and public employees. In particular, candidates when participating in the recruitment and admission examinations for officials and public employees should pay special attention to the following 16 issues:

1. Must be present at the examination room on time. Dress neatly, civilly, politely. If a candidate arrives more than 30 minutes late from the start of the exam, he or she will not be allowed to take the exam.

2. Present identity card or citizen identification card or one of other legal identification papers with a photo attached for the examiner to compare before entering the exam room.

3. Sit in the right place according to the registration number, put the identity card or citizen identification card or one of other legal identification papers with a photo attached on the table for the examiners and members of the Examination Board to check.

4. Only rulers and pens are allowed to be brought into the exam room and some drugs that candidates have medical records must carry. The following things are not allowed to bring into the exam room:

- Mobile phone;

- Recorder;

- Camera;

- Computer;

- Technical means of receiving and transmitting information;

- Data backup media;

- Devices that store and transmit other information

- Papers and documents related to the exam content (unless otherwise specified in the exam questions).

5. Use only the type of test paper that is given to take the test; must write all the items specified for candidates on the test paper.

6. The test is written only in blue or black ink. Not allowed to use other color inks, emulsion ink, reflective ink, pencil to take the test (unless otherwise specified in the exam paper); Do not mark the test paper.

7. Except for the mandatory inscription on the beat page, candidates may not put their full name, signature, title, agency name, or other markings on the test.

8. Obey all instructions given by the supervisor; keep order and do not smoke or use drugs in the exam room.

9. Do not talk to others during the exam, do not exchange test papers, scratch paper, copy or look at other candidates' papers or engage in any other cheating behavior. Any act of copying or transmitting information related to the exam outside the exam room or receiving information from outside the exam room is strictly prohibited.

10. If the candidate needs to ask something, he/she must ask the test room proctor publicly.

11. In case it is necessary to rewrite, cross out or strikethrough the part written in the test (unless otherwise specified in the exam paper).

12. Do not go out of the examination room for subjects or sections with test duration of less than 60 minutes, except for the case "Candidates can only leave the examination room after submitting their papers and signing for confirmation on the test results sheet". For the written test, candidates can only leave the exam room at the earliest after two thirds of the test time. Cases of necessarily leaving the examination room must be handled by the head of the examination committee.

13. During the period of not being allowed to go out of the examination room as prescribed in note No. 12 above, if a candidate has unusual pain or illness, he/she must notify the examination room supervisor and the room supervisor must immediately notify the head of the examination board for consideration and settlement.

14. Stop taking the test and submit it to the test room proctor as soon as the proctor declares the test time is over. The total number of test papers submitted must be clearly stated and signed on the test submission list. If the candidate fails to pass the test, the candidate must also submit the exam paper.

15. In case of computer-based exam:

- It is strictly forbidden to damage the computer system serving the exam; when detecting unusable computers, they must promptly notify supervisors for consideration and settlement;

- Candidates are only allowed to leave the examination room after submitting their papers and signing the test results sheet.

+ If the candidate does not sign the test result sheet before leaving the examination room, he/she must receive a score of zero (0);

+ In case the proctor discovers that a candidate has signed on behalf of another candidate, all of these candidates must receive a score of zero (0);

+ The decision to score zero (0) for these cases shall be decided by the Chairman of the Council based on the report of the Head of the Examination Board.

16. Candidates have the right to denounce the violators of the rules and regulations to the examination room supervisor, the head of the examination board, members of the examination council, and members of the supervisory board.

The above are 16 particularly important notes specified in Circular No. 6/2020/TT-BNV of the Ministry of Home Affairs of Vietnam on organizational regulations; Regulations on recruitment and admission examination for officials and public employees, examination for promotion of officials ranks, examination or consideration for promotion of public employee professional titles. Candidates for recruitment of officials and public employees should pay attention to avoid being dealt with, deducted points or canceled exam results unfortunately.
