From December 26, 2021, the promotion of professional titles for lecturers at public higher education institutions in Vietnam has some changes according to Circular 31/2021/TT-BGDĐT, specifically as follows:

1. Conditions for examination or consideration for promotion of professional titles in Vietnam
* Conditions for examination or consideration for promotion of Class III lecturers to Class II
Teaching officers in public higher education institutions may register for the examination or consider for promotion to the title of main lecturer (class II), code V.07.01.02 when they fully meet the following criteria and conditions. the following case:
(1) The public higher education institution has the need and is sent by the competent authority to take the exam or consider for promotion.
(2) Holding the professional title of lecturer (class III), code V.07.01.03.
(3) Being classified as having successfully completed tasks or higher in the working year preceding the year of competition or considered for promotion to the main lecturer's professional title (class II), code V.07.01.02 ;
(Current regulations on successfully completing tasks within 03 (three) consecutive years up to the deadline for submission of application/consideration documents).
Having good political qualities and professional ethics; not within the time limit for disciplinary action, not during the implementation of regulations related to public employee discipline specified in Article 56 of the Law on Public Employees of Vietnam as amended and supplemented in Clause 8, Article 2 of the Law on Amendments and Supplements supplementing a number of articles of the Law on Cadres and Public Officials and the Law on Public Employees of Vietnam.
(4) Having the capacity, professional qualifications to take on the duties of the main lecturer's title (class II), code V.07.01.02.
(5) Satisfying the standard requirements on training and retraining qualifications and professional and professional competence of the main lecturer's professional title standard (class II), code V.07.01.02 specified in Clauses 2 and 3, Article 6 of Circular 40/2020/TT-BGDDT of Vietnam
If the public employee is eligible for exemption from the foreign language and computer science test as prescribed in Clauses 6 and 7, Article 39 of Decree No. 115/2020/ND-CP, meet the requirements of foreign language and computer science standards of the professional title competing for or considered for promotion to the main lecturer (class II), code V.07.01.02.
(6) Satisfy the minimum working time requirements for the professional title of lecturer (class III), code V.07.01.03 or equivalent as prescribed at point g, clause 3, Article 6 of Circular 40/ 2020/TT-BGDDT, specifically:
At least full 09 years for holders of master's degrees, full 06 years for holders of doctoral degrees; in which, must have at least 01 year (full 12 months) holding the professional title of lecturer (class III), code V.07.01.03 by the end of the deadline for submitting the application for exam registration or consideration for promotion. .
* Conditions for examination or consideration for promotion of Class II lecturer to Class I:
Teaching officers in public higher education institutions may register for the examination or consideration for promotion to the professional title of senior lecturer (class I), code V.07.01.01 when they fully meet the criteria, following conditions:
(1) The public higher education institution has the need and is sent by the competent authority to take the exam or consider for promotion.
(2) Holding the title of main lecturer (class II), code V.07.01.02.
(3) Being classified as having successfully completed tasks or higher in the working year preceding the year of taking the exam or considering promotion to the professional title of senior lecturer (class I), code V.07.01. 01;
(Current regulations on successfully completing tasks within 03 (three) consecutive years up to the deadline for submission of application/consideration documents).
Having good political qualities and professional ethics; not within the time limit for disciplinary action, not during the implementation of regulations related to public employee discipline specified in Article 56 of the Law on Public Employees as amended and supplemented in Clause 8, Article 2 of the Law on Amendments and Supplements a number of articles of the Law on Cadres and Public Officials and the Law on Public Employees of Vietnam
(4) Having the capacity, professional qualifications to take on the duties of the professional title of senior lecturer (class I), code V.07.01.01.
(5) Satisfying the standard requirements for training and retraining qualifications and professional and professional competence of the professional title standards of senior lecturers (class I), code V.07.01.01 as prescribed in Clauses 2 and 3, Article 7 of Circular 40/2020/TT-BGDDT of Vietnam
If the public employee is eligible for exemption from the foreign language and computer science test as prescribed in Clauses 6 and 7, Article 39 of Decree No. 115/2020/ND-CP, he/she must satisfy the requirements on foreign language and informatics standards of his/her position. Vocational list for examination or consideration for promotion of senior lecturers (class I), code V.07.01.01.
(6) Satisfy the requirements for minimum working time holding the professional title of main lecturer (class II), code V.07.01.02 or equivalent as prescribed at Point h, Clause 3, Article 7 of Circular 40 2020/TT-BGDDT, specifically as follows:
At least full 06 years; in which, must have at least 01 year (full 12 months) holding the professional title of lecturer (class II), code V.07.01.02 by the deadline for submitting the application for exam registration or consideration for promotion. .
2. Mode of consideration for promotion in Vietnam
The form of consideration for promotion includes reviewing the application file according to Article 36 of Decree 115/2020/ND-CP of Vietnam, assessing the satisfaction of the above-mentioned promotion criteria and conditions corresponding to the professional title registered for the promotion consideration; In which, points for converting professional and professional results are calculated and done through 02 (two) steps as follows:
Step 1: Review the application file and evaluate the satisfaction of the above general criteria and conditions for promotion consideration corresponding to the professional title registered for promotion consideration;
Step 2: Calculating points to convert professional performance results of the candidate to meet the general standards and conditions of the professional title considered for promotion in Step 1, perform scoring according to regulations in Article 8 and the Appendix issued together with Circular 31/2021 of Vietnam

3. Content of promotion review in Vietnam
Contents of consideration for promotion include assessing the satisfaction of the requirements on standards and conditions of the professional title to be considered for promotion; in which the results of professional and professional activities are performed according to the provisions of Article 8 and the Appendix issued together with Circular 31/2021 of Vietnam.
4. Determine the successful candidate in the promotion review in Vietnam
- The person who is selected in the promotion review for the professional title of lecturer in the main pedagogical college (class II), code: V07.08.21 is an officer who is determined by the Promotion Council to meet the criteria and conditions in the then the score of professional performance results, converted to a minimum of 2.0 points and taken in order of points from high to low within the scope of the assigned career title promotion target.
- The person who is selected in the promotion examination for the professional title of lecturer at a senior pedagogical college (class I), code: V07.08.20 is an officer who is determined by the Promotion Council of Vietnam to meet the criteria and conditions, in which the score for the result of professional and professional activities is at least 4.0 points and is taken in order from high to low within the assigned career title promotion target.
5. Some highlight
- In case there are 02 (two) people or more with equal points of professional performance results in the final criterion, the successful candidates shall be determined in the order of priority as follows:
+ Officials are female;
+ Officials are ethnic minorities;
+ Officials have more working time;
+ Older officials (calculated by day, month, year of birth).
- Do not reserve the results for the next career title promotion review.
