1. What is the definition of tenured preschool teacher?
According to Article 9, Clause 3 of Circular 26/2018/TT-BGDDT, a tenured preschool teacher is a preschool teacher who possesses good moral qualities, is reputable within the teaching community, has knowledge of the education situation, has good professional and pedagogical abilities, and has the ability to provide advice, support, and lead colleagues in professional and vocational activities and in the development and enhancement of professional skills.
Thus, to be recognized as a tenured preschool teacher, a person needs to meet criteria such as moral qualities, professional abilities, collegial relationships, the ability to shoulder responsibilities,... and the standards set by the law.
2. Criteria for selecting tenured preschool teachers
According to the provisions in Article 12 of Clause 1 of Circular 26/2018/TT-BGDDT, tenured preschool teachers are selected based on the following criteria:
- Having at least 5 years of direct experience in caring for and educating children in preschool education institutions until the time of selection;
- Being evaluated according to the professional standards for preschool teachers, with criteria 1, 3, 4, 5, 6, 7, 8, and 9 being at a good level or above;
- Having the ability to design and implement model educational activities, organize seminars, workshops, and training sessions on innovative content, methods, and forms of caring for and educating young children for colleagues in the school or cluster of schools to learn from;
- Having the ability to use foreign languages, apply information technology, and exploit and use technological equipment in organizing activities for caring for and educating children and in training teachers;
- Having the desire to become a tenured preschool teacher.
Thus, having the desire to become a tenured preschool teacher is one of the criteria for the selection process. This demonstrates respect for the will of teachers and encourages them to strive to achieve the title of tenured preschool teacher.
3. The process of selecting tenured preschool teachers in Vietnam
According to Clause 2 of Article 12 of Circular 26/2018/TT-BGDDT, the selection process for tenured preschool teachers is as follows:
Preschool education institutions select and propose tenured preschool teachers and report to the higher-level management agency;
The head of the Department of Education and Training selects and approves the list of tenured preschool teachers within their authority and reports to the Department of Education and Training;
The director of the Department of Education and Training selects and approves the list of tenured preschool teachers within their authority and reports to the Ministry of Education and Training as required.
4. Responsibilities of tenured preschool teachers in Vietnam
- Supporting and advising colleagues in preschool education institutions or other preschool education institutions in the area on matters related to ensuring and improving the quality of care and education for young children; compiling specialized training and instructional materials (for teachers, parents, and guardians of children); organizing guidance for student teachers in practice and internships; connecting with faculty members of preschool education departments to exchange knowledge on nurturing, caring for, and educating young children;
- Guiding and supporting colleagues in the school or other schools in the area on activities related to developing and implementing the school's education plan; the plan for nurturing and caring for children's health; the plan for educating children in groups and classes; the implementation of online training and professional development courses for teachers; participating in training and professional development programs to enhance the professional competence of the teaching staff in the school or other schools in the area; participating in training and professional development programs as required by the department, district, and ministry;
- Providing advice and recommendations to the direct management level on the construction of the school's education plan that is suitable for the specific conditions of the school, class, and socio-economic situation of the locality, in order to ensure the goals and quality of care and education for young children and enhance the professional competence and vocational skills of the teaching staff; participating in organizing and reporting on professional and vocational activities at specialized conferences, and professional activities of preschool education institutions or other preschool education institutions in the area.
From the meticulous selection criteria and process, it can be seen that tenured preschool teachers are carefully selected individuals with solid professional and vocational skills, reputable within the school, and nominated for the title. As a result, tenured preschool teachers play a key role in professional activities; guiding and advising colleagues in teaching, education, and professional development. It can be seen that this is a very prestigious title for preschool teachers.
