03 new policies on salaries paid to Vietnamese public employees to be implemented from December 12 (Illustrative image)

Under Circular 29/2020/TT-BTTTT, Circular 30/2020/TT-BTTTT and Circular 40/2020/TT-BGDDT, the appointment and salary grading for public employees specializing in information technology, sound technicians, broadcasters, film editing, videography, and public employees teaching at public universities in Vietnam are guided as follows:

1. Salaries paid to Vietnamese public employees specializing in information technology

According to Article 5 of Circular 29/2020/TT-BTTTT, payroll applicable to public employees specializing in information technology is specified as follows (according to Decree 204/2004/ND-CP):

- Grade I information security officer (code V11.05.09), Grade I system administrator (code V11.06.12), Grade I IT auditor (code V11.07.16), Grade I software developer (code V11.08.19) are applied the salary coefficient of public employees category A3, group 1 (A3.1) consisting of 6 levels, from salary coefficient 6.20 to 8.00 (from VND 9,238,000 to VND 11,920,000);

- Grade information security officer (code V11.05.10), Grade II system administrator (code V11.06.13), Grade II IT auditor(code V11.07.17), Grade II software developer(code V11.08.20) are applied the salary coefficient of public employees category A2, group 1 (A2.1) consisting of 8 levels, from salary coefficient 4.40 to 6.78 (from VND 6,556,000 to VND 10,102,000);

- Grade III information security officer (code V11.05.11), Grade III system administrator (code V11.06.14), Grade III IT auditor (code V11.07.18), Grade III software developer (code V11.08.21) are applied the salary coefficient of public employees category A1 consisting of 9 levels, from salary coefficient 2.34 to 4.98 (from VND 3,487,000 to VND 7,420,000);

- Grade IV system administrator (code V11.06.15) and Grade IV software developers (code V11.08.22) are applied the salary coefficient of public employees category B consisting of 12 levels, from salary coefficient 1.86 to 4.06 (from VND 2,771,400 to VND 6,049,400).

2. Salaries paid to Vietnamese public employees as sound technicians, broadcasters, film editors, videographers

According to Article 5 of Circular 30/2020/TT-BTTTT, the payroll applicable to the professional titles of public employees as sound technicians, broadcasters, film editors, and videographers is applied as follows:

- Grade I Sound technician (code V11.09.23), Grade I broadcaster (code V11.10.27), Grade I film editor (code V11.11.31), Grade I videographer (code V11.12.35) are applied the salary coefficient of public employees category A3, group 2 (A3.2) consisting of 6 levels, from salary coefficient 5.75 to 7.55 (from VND 8,567,500 to VND 11,249,500);

- Grade II Sound technicians (code V11.09.24), Grade II broadcaster (code V11.10.28), Grade II film editor (code V11.11.32), Grade II videographer (code V11.12.36) are applied the salary coefficient of public employees category A2, group 2 (A2.2) consisting of 8 levels, from salary coefficient 4.00 to 6.38 (from VND 5,960,000 to VND 9,506,200);

- Grade III Sound technician (code V11.09.25), Grade III broadcaster (code V11.10.29), Grade III film editor (code V11.11.33), Grade III videographer (code V11.12.37) are applied the salary coefficient of public employees category A1 consisting of 9 levels, from salary coefficient 2.34 to 4.98 (from VND 3,129,000 to VND 6,824,200);

- Grade IV Sound technician (code V11.09.26), broadcaster grade IV (code V11.10.30), Grade IV film editor (code V11.11.34), Grade IV videographer (code V11.12.38) are applied the salary coefficient of public employees category B, consisting of 12 levels, from salary coefficient 1.86 to 4.06 (from VND 2,771,400 to VND 6,049,400).

3. Salaries paid to Vietnamese public employees teaching at public universities

According to Article 10 of Circular 40/2020/TT-BGDDT, the payroll applicable to public employees teaching at public universities in Vietnam is specified as follows:

- Senior lecturer (grade I) is applied the salary coefficient of public employees category A3, group 1 (A3.1) from salary coefficient 6.20 to 8.00 (from VND 9,238,000 to VND 11,920,000);

- Principal lecturer (grade II) is applied the salary coefficient of public employees category A2, group 1 (A2.1) from salary coefficient 4.40 to 6.78 (from VND 6,556,000 to VND 10,102,000);

- Lecturer (grade III), teaching assistants (grade III) are applied the salary coefficient of public employees category A1, from salary coefficient 2.34 to 4.98 (from VND 3,487,000 to VND 7,420,000).

Additionally, the payroll applicable to the professional titles of teaching public employees shall be followed after being approved for appointment to the professional titles as guided by Section 1, Part II of Circular 02/2007/TT-BNV and according to current legal regulations.

The above 03 salary policies applicable to public employees will officially be applied from December 12, 2020. We hope this information can help our customers and members better understand the application of the salary scale for each professional title.
