Anyone aspiring to become a public employee must go through a competitive examination or selection process. In this context, the competitive examination for public employees will be conducted in two rounds. how are the rounds of the public employee recruitment examination organized?

According to Article 9 Decree 115/2020/ND-CP, the recruitment examination for public employee will be conducted through 2 rounds as follows:
- Round 1: Examining general knowledge
- Round 2: Examining professional subjects
1. Recruitment examination for public employees, Round 1 - Examining general knowledge
Form of examination:
- Computer-based multiple-choice examination. In case the exam is organized on a computer, the content will not include informatics.
- Paper-based multiple-choice examination in case the recruiting authority or unit does not have the condition to organize the computer-based exam.
Content and duration of the examination:
The exam content includes 3 parts with the following durations:
Part I:
- Content: General knowledge, 60 questions on legal understanding of public employees, policies and directives of the Communist Party, policies, and laws related to the recruiting sector.
- Duration: 60 minutes.
Part II:
- Content: Foreign language, 30 questions as required for the job position in one of five languages: English, Russian, French, German, Chinese, or other languages decided by the head of the recruiting authority or unit.
- Duration: 30 minutes.
Part III:
- Content: Informatics, 30 questions as required for the job position.
- Duration: 30 minutes.
Exemption:
- Exemptions for the foreign language exam for the following cases:
- Holding a degree in a foreign language specialty at the same or higher level of education compared to the professional training level required for the job position;- Holding a degree at the same or higher level of education required for the job position, particularly if studied abroad or in a foreign language in Vietnam, as recognized by the authorized body;- Having a certificate in a minority language or belonging to a minority group applying for public employee roles in minority regions.
- Exemptions for the informatics exam for those who have graduated from intermediate level or higher in fields related to informatics or information technology.
Results:
Results for the first round are determined by the number of correct answers in each part. If the candidate correctly answers 50% or more of the questions in each part, they will proceed to the second round.
2. Recruitment examination for public employees, Round 2 - Examining professional subjects
Form of examination:
Based on the nature, characteristics, and requirements of the job position, the head of the recruiting authority or unit will decide on one of the following forms:
- Interview;- Practice;- Written exam.
Content:
- Assessing the professional knowledge and skills of the candidate as required for the job position.
- The content of the professional exam must ensure:
- Based on the duties and standards of professional and ethical competencies of the public employee position;- It must be suitable for the job position requirements.
Note: In the same recruitment exam, if there are job positions requiring different professions and skills, the recruiting authority must prepare different professional exam questions corresponding to the job requirements.
Duration:
- Interview 30 minutes (candidates have up to 15 minutes to prepare before the interview);
- Written exam 180 minutes (excluding the time to copy the exam);
- The duration of the practice exam is decided by the head of the recruiting authority based on the nature and characteristics of the job position.
Scoring: The grading scale for interviews, practical exams, and written exams is 100 points.
Note: If the authority managing public employees has higher requirements on the content, form, and duration of the second-round exam, it must consult with the Ministry of Home Affairs before implementation.
3. Determining the successful candidates in the public employee recruitment examination
According to Article 10 Decree 115/2020/ND-CP, candidates successful in the public employee recruitment examination must meet the following conditions:
- Having a score of 50 or more in the second-round exam;
- Having the second-round score plus any priority points as regulated in Article 6 of Decree 115/2020/ND-CP (if any), ranked in order from highest to lowest within the recruitment quota for each job position.
In the event of 02 or more candidates having the same total score in the second round plus priority points for the last position available, the candidate with the higher second-round score will be the successful candidate.
If it still cannot be determined, the head of the recruiting authority or unit will decide the successful candidate.
Note: Candidates who are not successful in the public employee recruitment examination cannot retain their results for future recruitment exams.
