the Government of Vietnam has just promulgated Decree 70/2019/ND-CP regulating the obligation to participate in the People's Police, notably the provisions regarding cases where participation in the police service may be transferred to professional service.
Regulations specified in Decree 70/2019/ND-CP clearly outline two cases where police service conscripts can be transferred to professional service policies, including:
- Non-commissioned officers and conscripts with active service periods from 15 months to under 24 months (as of the time of examination) who meet the annual performance evaluation standards of completing tasks or higher and ensure the professional service condition standards within the People's Police shall be considered for admission to People's Police academies and schools as per the People's Police enrollment regulations. Graduates will be commissioned with the ranks of professional officers or non-commissioned officers.
- Non-commissioned officers and conscripts not falling under the aforementioned case, upon completing their active service period, who meet the standards for usage requirements of the People's Police, if voluntarily and if the People's Police has demands, shall be considered for transition to professional service policies for non-commissioned officers whose active service period has expired according to the Ministry of Public Security's regulations. The selection process must be public, democratic, transparent, and fair to all candidates.
