1. Form of minute of handover of ordinary industrial solid waste in Vietnam

The form of minute of handover of ordinary industrial solid waste in Vietnam follows Form No. 03 in Appendix III issued with Circular 02/2022/TT-BTNMT as follows:

Form No. 03

* Instructions for using the minute of handover of ordinary industrial solid waste:

- The handover record is prepared between the waste generator, the collector, transporter (if any), and the processor (the entity performing reuse, recycling, or disposal). The handover record (pre-printed for manual completion or completed electronically before printing) is prepared in identical copies, with each party retaining one copy.

- Implementation:

+ The party handing over the industrial solid waste must agree with the receiving party to fill in all information in the handover record as per the transfer contract.

+ The handover record is prepared each time a transfer of industrial solid waste corresponding to each receiving party is carried out.

- Order of completion, storage, and transfer of the minute of handover of ordinary industrial solid waste:

+ Section 1, 2: The transferring and receiving parties must fully fill in their names, addresses, and phone numbers.

+ Section 3: The transferring party must specify the type and quantity of waste in each transfer.

+ Section 4: Representatives of the transferring and receiving parties must sign (with full name) to validate the information from Sections 1 to 3 before the transfer. If there is no waste generator, it can be replaced by the entity assigned to transport the waste.

Note: Some information can be adjusted appropriately when preparing the minute of handover of ordinary industrial solid waste based on actual conditions.

2. Technical requirements for environmental protection applied to ordinary industrial solid waste storage in Vietnam 

Technical requirements for environmental protection applied to ordinary industrial solid waste storage in Vietnam according to Article 33 of Circular 02/2022/TT-BTNMT as follows:

- Storage devices and containers for industrial solid waste must meet the following requirements:

+ Ensure safe storage, without damage or rupture of the container;

+ Flexible packaging must be tightly sealed, and rigid packaging must have a sealed lid to prevent waste leakage or spillage into the environment;

+ Have a rigid construction capable of withstanding impact, without damage, deformation, or rupture due to the weight of the waste during use.

- Industrial solid waste must be stored directly in a warehouse or a storage area that meets the requirements of clauses 3 and 4 of Article 33 of Circular 02/2022/TT-BTNMT or must be contained in devices, tools that meet the requirements of clause 1 of Article 33 of Circular 02/2022/TT-BTNMT.

- Indoor industrial solid waste storage warehouses or areas must meet the following requirements:

+ Have an elevated floor level to prevent flooding;

+ Ensure the floor is sealed, not cracked, not permeable, and prevent rainwater runoff from the outside;

+ Have a roof that fully covers the entire storage area to prevent rain;

+ The warehouse must meet construction technical standards and regulations as stipulated by law.

- Outdoor industrial solid waste storage areas must meet the following requirements:

+ Have embankments, a system for collecting and treating runoff rainwater, and wastewater generated during the storage of industrial solid waste to ensure compliance with environmental technical standards;

+ Have an elevated floor level to prevent flooding; ensure the floor is sealed, not cracked, not permeable, and has sufficient durability to withstand the weight of transportation equipment and the quantity of industrial solid waste stored;

+ Have measures to minimize dust generation from the industrial solid waste storage area (for waste types that generate dust).
