The Ministry of Health of Vietnam issued Circular No. 15/2016/TT-BYT (effective from July 01, 2016), which regulates 34 occupational diseases covered by social insurance and provides guidelines for diagnosis and assessment of occupational diseases. To be specific:
Also according to Circular No. 15/2016/TT-BYT of the Ministry of Health of Vietnam, an employee diagnosed with an occupational disease is required to have his/her exposure to occupational hazards causing that occupational disease limited and is treated following clinical guidelines of the Ministry of Health.
For occupational intoxication, instant detoxification is required. Concurrently, he/she shall undergo rehabilitation and assessment of work ability reduction to claim insurance as regulated.
For some occupational diseases such as noise-induced hearing loss, local vibration, whole-body vibration, manganism poisoning, dust lung diseases except from byssinosis, occupational cancers or cancers caused by occupational diseases without the possibility of long-term treatment, patients are required to be immediately transferred for medical examination.
In particular, diagnosis of occupational intoxication made during the latency period is not required for toxicity testing.
The Ministry of Health of Vietnam issued Circular No. 28/2016/TT-BYT (effective from August 15, 2016) on management of occupational diseases. According to this Circular, occupational disease screening documents include:
- The pre-employment health checkup sheet; if a worker started to work before August 15, 2016, the latest checkup result shall be used.
- The health checkup book.
- Valid copies of any of the following documents:
+ Working environment monitoring result. If the worker is exposed to microorganisms and working environment monitoring is carried out before July 01, 2016, the document shall be enclosed with a microorganism exposure assessment sheet issued by a competent authority before July 01, 2016;
+ A confirmation of exposure to acute occupational disease elements in case of an acute occupational disease is acquired before the level of exposure to harmful elements is determined;
- A valid copy of the discharge note or medical record summary related to the occupational disease (if any).
