In order to achieve the objectives set out in Decision 1320/QD-BHXH on the Action Program for the implementation of the 5-year socio-economic development plan (2021-2025) of the social insurance sector, Vietnam Social Insurance has identified 10 groups of tasks and key solutions to implement the 5-year socio-economic development plan.

Specifically, to continue to enhance the development of participants in social insurance (SI), unemployment insurance (UI), and health insurance (HI) to meet the goals set out in Resolution 20-NQ/TW dated October 25, 2017, Resolution 28-NQ/TW dated May 23, 2018, and Resolution 125/NQ-CP dated October 8, 2018. Moreover, by 2025, aim for the number of SI participants to reach 45% of the workforce in working age, UI participants to reach 35% of the workforce in working age, and HI participants to reach 95% of the population. The VSS has outlined 10 groups of tasks and solutions to implement the 5-year socio-economic development plan (2021-2025) of the social security sector under Decision 1320/QD-BHXH as follows:
1. Continue to adhere to the tasks and solutions of Resolution 21-NQ/TW, Resolution 20-NQ/TW, Resolution 102/NQ-CP, Resolution 28-NQ/TW, Resolution 125/NQ-CP, Directive 34/CT-TTg dated December 26, 2016, of the Prime Minister on enhancing the implementation of comprehensive measures to develop SI participants, and the annual Resolution 01/NQ-CP of the Prime Minister.
2. The entire social insurance sector will actively and determinedly execute the assigned tasks, seek solutions to develop and expand SI, UI, and HI participants, and meet the coverage targets assigned by the Prime Minister. Also, intensify special inspections and audits in SI, UI, and HI sectors according to the law, focusing on reducing debts and fraud, and minimizing misuse of social, unemployment, and health insurance funds.
3. Innovate propaganda work both in content and form towards professionalism and precision; appropriate for each target group, focusing on groups such as voluntary SI participants, HI participants in households, and workers in industrial zones and export processing zones.
4. Effectively implement Decree 89/2020/NĐ-CP as per the contents specified in Plan 2575/KH-BHXH dated August 12, 2020, of VSS, regarding the organization of Decree 89/2020/NĐ-CP which stipulates the functions, duties, powers, and organizational structure of Vietnam Social Security.
5. Promote administrative reform, implement a multi-media interaction system between citizens and enterprises, expand the provision of level-4 online public services in various fields; boost electronic transactions; manage and use electronic documents within the social insurance system and the government's interoperability axis.
6. Continue perfecting infrastructure; centralized databases, national insurance databases as per Decision 714/QĐ-TTg dated May 22, 2015; the sector's business software; updating and perfecting household data, issuing social insurance numbers for participants; finalizing management rules, exploitation, and decentralization of using the sector's business software; completing the sector's data warehouse system to support research, forecasting, decision-making, and planning strategies of the social insurance sector; continuing to connect and provide the sector's public services on the National Public Service Portal; enhancing training, improving management skills, and exploiting, using business software for officials and employees in the sector.
7. Improve the quality of HI appraisal, closely control the abuse of the HI fund.
8. Implement solutions to enhance the effectiveness of managing SI, UI payments and managing beneficiaries, contributing to improving service quality, ensuring timely and full payment of benefits, and increasing participant satisfaction.
9. Continue to implement the Social Security Sector's International Integration Strategy to 2020, with a vision to 2030 issued with Decision 146/QĐ-TTg dated January 20, 2016. Enhance foreign relations activities, strengthen international integration, and intensify foreign information activities to affirm the role, position, and image of the Social Security Sector as a reliable, responsible partner of the regional and global social security community, striving to professionalism, dynamism, and creativity for the satisfaction of citizens and enterprises and sustainable, effective social security development in Vietnam.
10. Strengthen guidance for subordinate units, social insurance in provinces and cities to improve discipline, administrative compliance; quality, responsibility of officials and employees; enhance supervision and urging the execution of tasks by officials and employees; continue to innovate the leadership, direction, and management work to meet demands; evaluate officials and employees based on task performance results and discipline adherence.
Based on the 10 tasks and solutions for implementing the 5-year socio-economic development plan of the social security sector mentioned above, guided by the assigned functions and duties, Heads of subordinate units, Directors of social insurance in provinces and cities will organize the execution and specify into annual operational objectives and tasks; conduct inspections and supervision of the implementation of related contents of the Action Program to implement the 5-year socio-economic development plan (2021-2025) of the social security sector.
