Update: System of healthcare facilities for health insurance medical examination and treatment by routes in Vietnam

Health insurance is a welfare system designed to serve and protect the healthcare needs of the people in Vietnam. LawNet would like to send the following information to Customers and Members regarding the system of healthcare facilities for health insurance medical examination and treatment by routes:

1. Healthcare facilities for health insurance medical examination and treatment by central and equivalent routes

According to Article 6 of Circular 40/2015/TT-BYT and Official Dispatch 978/BYT-BH from the Ministry of Health, these govern the implementation of Circular 40/2015/TT-BYT regarding initial health insurance-covered medical registration and referral, and define the central level and equivalent health insurance-covered medical facilities, which include:

- General hospitals under the Ministry of Health;

- Specialized hospitals, specialized institutes under the Ministry of Health with or without polyclinics;

- Huu Nghi Hospital, C Hospital in Da Nang, and Thong Nhat Hospital under the Ministry of Health;

- Special-class hospitals, first-class hospitals under the Ministry of National Defense, Army Traditional Medicine Institute, other medical facilities as regulated by the Minister of National Defense.

Based on this, the official electronic portal of the Ministry of Health lists 34 central-route hospitals specifically as follows:

2. Healthcare facilities for health insurance medical examination and treatment by provincial and equivalent routes

Article 5 of Circular 40/2015/TT-BYT and Official Dispatch 978/BYT-BH regulate the initial medical facilities under the provincial level and equivalent health insurance, which include:

- General hospitals in provinces, centrally-governed cities;

- First-class, second-class general hospitals under Ministries, Sectors, or subordinate units of Ministries, Sectors;

- Specialized hospitals, specialized institutes, specialized centers, preventive medical centers of provinces or centrally governed cities with polyclinics; specialized hospitals, and centers without polyclinics;

- Pediatric Hospitals, Obstetric - Pediatric Hospitals of provinces, centrally-governed cities;

- Equivalent first-class, second-class private general hospitals; equivalent first-class, second-class private specialized hospitals;

- Traditional medicine hospitals of provinces, centrally-governed cities, Ministries, Sectors;

- Equivalent first-class, second-class private traditional medicine hospitals;

- Clinics under the provincial, centrally-governed city's health care protection board;

- Second-class hospitals under the Ministry of National Defense, second-class military-civilian hospitals, other medical facilities as regulated by the Minister of National Defense.

3. Healthcare facilities for health insurance medical examination and treatment by district and equivalent routes

Article 4 of Circular 40/2015/TT-BYT and Official Dispatch 978/BYT-BH regulate the initial medical facilities under the district level and equivalent health insurance, which include:

- General hospitals of districts, towns, provincial cities;

- District health centers with medical examination and treatment functions; District health centers with polyclinics;

- Polyclinics; regional polyclinics; maternity homes, regional maternity homes, private specialized clinics;

- Third-class, fourth-class, and unranked general hospitals of Ministries, Sectors, or subordinate units of Ministries, Sectors;

- Equivalent third-class, fourth-class private general hospitals or unranked equivalents; equivalent third-class, fourth-class private specialized hospitals or unranked equivalents;

- Equivalent third-class, fourth-class private traditional medicine hospitals or unranked equivalents;

- Health departments, health stations under the Ministry of Public Security, provincial public security health stations;

- Military-civilian health centers, military health stations, military-civil health stations, third-class, fourth-class military hospitals or unranked equivalents, third-class, fourth-class military-civilian hospitals or unranked equivalents, other medical facilities as regulated by the Minister of National Defense.

4. Healthcare facilities for health insurance medical examination and treatment by commune and equivalent routes

Article 3 of Circular 40/2015/TT-BYT and Official Dispatch 978/BYT-BH regulate the initial medical facilities under the commune level and equivalent health insurance, which include:

- Commune, ward, town health stations;

- Clinics, health stations, health rooms of agencies, units, organizations;

- Independent private family doctor clinics;

- Military-civilian health stations, military-civilian clinics, Battalion-level military health units, and other medical facilities as regulated by the Minister of National Defense.
