Upcoming: People in Vietnam losing the health insurance card can still go for medical examination and treatment as usual

In the near future, people losing a health insurance card in Vietnam will not hinder medical examinations and treatments as usual (Illustration image)

VssID – Digital Social Security (VssID) is an application on mobile device platforms of Vietnam Social Security. It has been made available on Google Play for devices using Android operating systems and on the AppStore for devices using Apple’s iOS operating system, aimed at establishing a communication channel and facilitating social insurance and health insurance participants to access information and perform public services conveniently, easily, and quickly. This is a step towards replacing the current paper Social Insurance Book and Health Insurance Card.

In Official Dispatch 3717/BHXH-CNTT, Vietnam Social Security requires Social Insurance Directors of provincial and affiliated units under Vietnam Social Security to urgently and seriously implement:

- Disseminate and strictly implement the requirement for 100% of officials and public employees, as well as workers in the units, to register electronic transaction accounts following the guidance in Official Dispatch 2659/BHXH-CNTT dated August 21, 2020, of Vietnam Social Security;

- Install and use the VssID application on individual mobile devices and provide feedback on the VssID application available on Google Play and the AppStore (to be completed before November 30, 2020);

- Propagate, answer, and assist in the installation and usage instructions for the VssID application to family members, relatives, friends, and social insurance, health insurance, and unemployment insurance participants at enterprises, healthcare establishments, organizations, and units under their responsibility.

Through the installation and use of the VssID application on each individual’s mobile device, the utilization of health insurance services specifically and social insurance services generally will be conducted in the most convenient, easy, and prompt manner, gradually replacing the current paper Social Insurance Book and Health Insurance Card.

The use of the Health Insurance Card via the VssID application on mobile devices is detailed in Appendix 01 of Official Dispatch 3717/BHXH-CNTT as follows:

Step 1: Log into the VssID application on the mobile device

Enter the account (Social Insurance Number) and password into the respective fields to log into the application.

Step 2: Select Personal Management

The Personal Management function displays the user’s agency information such as: Social Insurance Number, Full Name, Date of Birth, Identity Card/Resident Identification/Passport, Phone Number, and Address, along with other functions of the VssID application.

Step 3: Select the Health Insurance Card, the screen will display basic information as shown below

Step 4: Click “View Health Insurance Card,” the screen will display as shown below (can choose to rotate the card for easier viewing):

Note: The application only allows logging into one account on one device at the same time. When logging into the account on a second device, the application will issue a warning, and if the user opts to continue logging into the second device, the application will request the entry of an OTP code sent to the user's registered phone number, and the account will be logged out of the application on the first device.

=> Patients in Vietnam need a personal electronic transaction account with the social insurance agency to utilize all features of the VssID application, including the Health Insurance Card function.

Thus, in the near future, even if the Health Insurance Card is lost, people can still go for medical examinations and treatments as usual. This is seen as an advancement in the application of technology in state management. The application retains information on a digital platform, overcoming the limitations of the paper Health Insurance Card, which includes the inconvenience in usage.
