Upcoming Changes to 7 Administrative Procedures on Social Insurance That Workers Should Know

Recently, the Government of Vietnam issued Resolution 125/NQ-CP on the simplification of administrative procedures (TTHC) under the management authority of Vietnam Social Security. It includes the following 7 TTHCs to be amended:

1. Procedure for resolving maternity benefits policies.

Eliminate the component of the dossier as a copy of the birth certificate or a copy of the birth certificate of the child; a copy of the child's death certificate in the event of the child's death, a copy of the mother's death certificate in the event that the mother dies after giving birth.

2. Procedure for resolving death benefits policies.

Eliminate the component of the dossier as a copy of the death certificate or death notice or a copy of the Court's Decision declaring the person is deceased which has taken legal effect.

3. Procedure for relocating pensioners, monthly social insurance benefit recipients, and those awaiting pension or monthly benefits from one province to another.

Eliminate the component of the dossier as a copy of the permanent residence registration at the new place of residence, a copy of the identity card/passport.

4. Procedure for resolving monthly benefits according to Decision 91/2000/QD-TTg and Decision 613/QD-TTg.

Eliminate the component of the dossier as the death certificate or death notice in the case of requesting funeral allowances when resolving policies according to Decision 91/2000/QD-TTg.

5. Procedure for resolving benefits for retired teachers who have not received seniority allowances in their pensions according to Decision 52/2013/QD-TTg.

Eliminate the component of the dossier as the death certificate or death notice or the Court's Decision declaring the person is deceased for teachers eligible for allowances but not yet resolved, who have died from January 1, 2012 onwards as guided in Official Dispatch 4281/BHXH-CSXH.

6. Procedure for resolving adjustments to personal information for pensioners and monthly social insurance benefit recipients; adjustment, cancellation of decisions, and termination of social insurance benefits.

Eliminate the component of the dossier as the Birth Certificate stipulated in clause b point 3 Official Dispatch 3228/BHXH-CSXH.

7. Procedure for back-pay of pensions, monthly social insurance benefits, or one-time allowance for deceased recipients who still had unpaid months.

Eliminate the component of the dossier as the death certificate or death notice stipulated in point 4.2 Clause 4 Article 21 Decision 828/QD-BHXH.
