Subjects participating in compulsory fire and explosion insurance

According to Decree 97/2021/ND-CP , subjects participating in compulsory fire and explosion insurance include agencies, organizations and individuals whose premises are at risk of fire and explosion in accordance with the law on fire prevention and fighting and fire fighting. Specifically, the list of facilities at risk of fire and explosion is specified in Appendix II of Decree 136/2020/ND-CP , including:

(1) Headquarters of state agencies at all levels have 10 floors or more or have a total volume of working blocks of 25,000 m3 or more.

(2) Apartment buildings, collective houses, dormitory houses with 7 floors or more or with a total volume of 10,000 m3 or more;

Mixed-use buildings with 5 floors or more or with a total volume of 5,000 m3 or more.

(3) Kindergartens, kindergartens and preschools with 350 children or more or with a total volume of study and learning blocks of 5,000 m3 or  more;

Primary schools, junior high schools, high schools, high schools with many levels of education have a total volume of study and learning blocks of 5,000 m3 or  more;

Colleges, universities, academies, professional intermediate schools, vocational schools, continuing education institutions with a height of 7 floors or more or with a total volume of study and learning blocks from 10,000 m 3  or more;

Other educational institutions established under the Law on Education have a total volume of 5,000 m3 or  more.

(4) Hospitals with 250 beds or more;

General clinics, specialized examination, nursing homes, rehabilitation, orthopedic, nursing homes, disease prevention and control establishments, medical centers and other medical facilities established under the Law on Examination, medical treatment is 5 floors or more high or has a total volume of 5,000 m3 or  more.

(5) Theaters, cinemas, circuses with 600 seats or more;

Conference and event centers with 5 floors or more or with a total volume of 10,000 m3 or more of conference and event organizers  ;

Cultural houses, karaoke service establishments, discos, bars, clubs, beauty salons, massage service businesses, amusement parks, zoos, aquariums with a volume of from 5,000 m 3  above.

(6) Grade 1 market, grade 2 market;

Trade centers, electronics, supermarkets, department stores, convenience stores, restaurants, food shops with a total business area of ​​500 m2 or  more or a volume of 5,000 m3 or  more .

(7) Hotels, guest houses, motels, inns and other accommodation establishments established under the Law on Tourism are 7 floors or more high or have a total volume of accommodation blocks from 10,000 m 3  above.

(8) Working houses of enterprises, political and social organizations with 7 floors or more or with a total volume of working blocks of 10,000 m3 or  more.

(9) Museums, libraries, exhibitions, galleries, archives, bookstores, fairs with a volume of 10,000 m3 or  more.

(10) Post offices, radio, television and telecommunications facilities are 5 floors or more high or have the volume of the main building block of 10,000 m3 or  more;

Installers of information equipment, data storage and management centers with a volume of 5,000 m3 or  more.

(11) Stadium with a capacity of 40,000 seats or more;

Sports stadium; indoor sports arena with a capacity of 500 seats or more;

Gymnastics and sports centers, racetracks, shooting ranges with a total volume of 10,000 m3 or  more or a capacity of 5,000 seats or more;

Other sports facilities established under the Law on Physical Training and Sports have a volume of 5,000 m3 or  more.

(12) Airport;

Air traffic control tower;

Seaports; Dry port; inland waterway ports of class I and II;

Class 1 and 2 passenger bus stations; class 1 rest stop;

Railway stations, cable car waiting houses for transporting people with a volume of 5,000 m3 or  more; subway works;

Motor vehicle registration facility;

Shops selling, repairing and maintaining cars, motorbikes and motorbikes have a business area of ​​500 m 2  or more or a volume of 5,000 m 3  or more.

(13) Garage with a capacity of 10 cars or more.

(14) Nuclear facilities;

Establishments producing, trading, preserving and using industrial explosives and explosive precursors;

Warehouses of industrial explosives and explosive precursors;

Port of export and import of industrial explosives and explosive precursors; arsenal, support tools.

(15) Establishments that exploit, process, produce, transport, trade and preserve petroleum and petroleum products and gas on land;

Petroleum and petroleum products storage, gas storage; port of export and import of petroleum and petroleum products, gas; petrol and oil shops; stores dealing in flammable liquids, stores dealing in gas with a total gas content of 200 kg or more.

(16) Industrial establishments with fire and explosion hazard classes A, B with the total volume of the building blocks having main production technology lines of 5,000 m3 or  more;

Fire and explosion hazard class C has the total volume of building blocks with main production lines of 10,000 m3 or  more;

Fire and explosion hazard classes D, E have the total volume of blocks with main production lines of 15,000 m3 or  more.

(17) Power plants; transformer stations with voltage from 110 kV or more.

(18) Cellars engaged in production, storage and use of flammable and explosive substances with a total volume of 5,000 m3 or  more;

Warehouses of flammable goods and materials or non-flammable goods and supplies in flammable packages with a total volume of 5,000 m3 or  more.
