Subject: Expanding the Coverage of Mandatory Social Insurance

Resolution 28-NQ/TW on the reform of social insurance policies, issued on May 23, 2018. One of the notable reform contents in this Resolution is the extension of mandatory social insurance participation subjects.

To be specific, according to Item 2, Section III of this Resolution, a review will be conducted to expand the subjects of compulsory social insurance participation to include groups such as business household owners, enterprise managers, cooperative managers and operators who do not receive a salary, and workers engaged in flexible policy employment. (Currently, these subjects are not included in compulsory social insurance participation).

Additionally, there will be a continued review, amendment, and perfection of pension calculation to ensure fairness between men and women, between the state and non-state sectors, and to harmoniously combine the principles of contribution and enjoyment, with sharing between high-income earners and low-income earners to narrow the income gap among pension recipients.

Thus, according to this Resolution, in the near future, groups including business household owners, enterprise managers, cooperative managers and operators who do not receive a salary, and workers engaged in flexible policy employment will also be subject to compulsory social insurance participation, in addition to the groups already stipulated in the Law on Social Insurance 2014.

Moreover, Resolution 28 also emphasizes the development of social insurance policies that ensure equality and non-discrimination among participating groups, enhancing sharing among beneficiary groups to address unreasonable disparities and large gaps in benefits. It promotes administrative reforms, the application of information technology, the simplification of registration processes, contribution, and benefit procedures, and aims to enhance the quality of social insurance service provision in a friendly, transparent manner to create favorable conditions for the public and enterprises.
