Procedures for the first-time health insurance registration for enterprises in Vietnam

After establishing a business and hiring employees, one of the mandatory tasks for a business is to register for social insurance and compulsory health insurance for its employees. Below are the procedures for the first-time health insurance registration for enterprises in Vietnam.

 First-time health insurance registration application

According to Decision 929/QD-BHXH on the announcement of amended and supplemented administrative procedures in the fields of social insurance collection, health insurance, unemployment insurance, occupational accident insurance, occupational disease insurance; issuance of social insurance books, health insurance cards under the jurisdiction of Vietnam Social Security, the first-time health insurance registration procedures in Vietnam are carried out as follows:

Step 1: Prepare the first-time health insurance registration application

For employees:

- Health and Social Insurance Participation and Information Adjustment Declaration (Form TK1-TS).

- In case the employee is entitled to higher health insurance benefits: supplement Proof of entitlement (if any) according to Appendix 03.

For the employing unit:

- Unit Participation and Information Adjustment Declaration (Form TK3-TS);- List of employees participating in social insurance, health insurance, unemployment insurance, occupational accident insurance, occupational disease insurance (Form D02-TS);- Information Table (Form D01-TS).

Note: The components of the application mentioned above, if not specified as original documents, can be submitted as original, certified copies accompanied by the original for comparison, or copies certified from the original.

Step 2: Submit the first-time health insurance registration application

- Within 30 days from the date of signing the labor contract, employment contract, or the effective date of the recruitment decision, the employing unit must submit the complete application as specified above.

- The employing unit submits 01 complete application directly to the social insurance agency through one of the following methods:

- Through electronic transactions: The employing unit creates the application using the declaration software of Vietnam Social Security or the I-VAN Organization; electronically signs the application and sends it to the Vietnam Social Security electronic portal or via the I-VAN Organization;- Through public postal service;- Directly at the provincial or district social insurance agency where the employing unit is headquartered.

In case of electronic transactions, the employing unit creates the application using the declaration software of Vietnam Social Security or the I-VAN Organization; electronically signs the application and sends it to the Vietnam Social Security electronic portal or via the I-VAN Organization.

Note: The I-VAN Organization is an organization operating in the field of information technology contracted by Vietnam Social Security to provide value-added services for electronic transactions in the field of social insurance (according to clause 5, Article 3 Decision 08/2015/QD-TTg dated March 09, 2015 on the pilot implementation of electronic transactions in performing procedures for social insurance, health insurance, unemployment insurance participation, and the request for the issuance of social insurance books, health insurance cards).

Step 3: Receive the health insurance card

Within no more than 05 days, the employing unit goes to the social insurance agency to receive the health insurance card processed by the social insurance agency according to the registered methods.
