On May 24, 2022, the Vietnam Social Insurance promulgated Decision 1188/QĐ-BHXH alter Decision 595/QĐ-BHXH and Decision 505/QĐ-BHXH process of collecting Social insurance, Health insurance, Accident insurance, Accident insurance - Occupational diseases, management of Social insurance book, Health insurance card.

According to Decisions, some changes in the social insurance books in Vietnam and the social insurance books in Vietnam for a person with 2 or more social insurance books in Vietnam are managed in accordance with Article 33b of Decision 595/QD-BHXH.
1. Amendment of regulations on signing authority on social insurance books in Vietnam
New point in the authority to sign on the social insurance book in Vietnam and the responsibilities of the district social insurance agency (Illustration)
In Article 46 of Decision 595/QD-BHXH as amended by Decision 505/QD-BHXH, Decision 1188/QD-BHXH stipulates the authority to sign on social insurance books in Vietnam as follows:
- The Director of the provincial and district Social Insurance shall digitally sign and print the cover sheet and the loose sheet of the Social Insurance book in Vietnam, the Health Insurance card (for digitally signing on the Health Insurance card: digitally signing in the form of an electronic medical copy from the original image of the Health Insurance card) and transfer it to the agency's digital secretary and issue it according to regulations.
(Compared to before, the director of provincial and district social insurance scans the signature in the software to print the social insurance book in Vietnam)
- The director of provincial and district social insurance shall be responsible for the management of the seal in accordance with the current regulations of the Vietnam Social Insurance.
2. Changes to the responsibilities of the district social insurance agency
Responsibilities of the Vietnam Social Insurance Agency are specified in Clause 1, Article 51 of Decision 595/QD-BHXH as amended by Decision 505/QD-BHXH, Decision 1188/QD-BHXH as follows:
- Organize the collection and granting of social insurance books in Vietnam, health insurance cards for the subjects under management; sign all forms and dossiers according to the process specified in this document.
(Compared to the past, the organization collects and issues social insurance books in Vietnam, health insurance cards for the subjects decentralized and guided in this document)
- To organize the inspection of contents declared or proposed to be handled by participants and units in accordance with law for cases of incorrect declaration.
- Summarize and report on social insurance, health insurance, accident insurance, accident insurance - Occupational diseases and late payment of interest; grant social insurance books, quarterly and annual health insurance cards according to regulations.
- Keep records of participation in social insurance, health insurance, accident insurance, accident insurance - Occupational disease; Social insurance, health insurance, accident insurance, accident insurance - Occupational disease according to the instructions in this Document and the provisions of law.
- Provide accurate, complete and timely information and documents related to the payment and enjoyment of social insurance, health insurance, accident insurance, accident insurance - Occupational diseases at the request of competent management agencies.
- The Director of District Social Insurance assigns tasks to cadres, civil servants, employees and employees according to each field in the professional group to comply with the contents of the professional group specified in this Document to carry out the process of collecting; granting social insurance books in Vietnam, health insurance cards.
Cadres, civil servants, employees and employees are responsible to the Director of Social Insurance of the province, district and before the law for the contents assigned including when leaving the regime or transferring work.
- Guiding medical examination and treatment establishments in Vietnam to search information about health insurance cards on the Data Receipt Portal of the Health Insurance Assessment Information System.
