The policy of issuing free health insurance cards has received significant attention from the public. Lawnet would like to present the list of individuals eligible for free health insurance cards in Vietnam as below:

Specifically, according to Decree 70/2015/ND-CP detailing and guiding the implementation of certain provisions of the Law on health insurance for the people's army, the people's police, and essential workers; Decree 146/2018/ND-CP detailing and guiding the implementation of certain provisions of the Law on Health Insurance; and Decree 79/2020/ND-CP on policies and regulations for mobilizing the reserve forces, the following individuals are eligible to be issued free health insurance cards:

Targets whose insurance premiums are paid by the social insurance agency

People receiving monthly pensions and disability benefits

People who are receiving monthly social insurance benefits due to work accidents or occupational diseases; Rubber workers are receiving monthly benefits according to Government regulations

Employees on leave receive sickness benefits due to illnesses on the List of diseases requiring long-term treatment issued by the Ministry of Health.

Commune, ward and town officials who have quit their jobs are receiving monthly social insurance benefits

Employees on leave enjoy maternity benefits when giving birth or adopting a child

People receiving unemployment benefits

Targets whose insurance premiums are covered by the state budget

- Military personnel include:

  • Officers and professional soldiers on active duty;

  • Non-commissioned officers and soldiers on active duty.

- People's Police includes:

  • Professional officers, non-commissioned officers and technical officers and non-commissioned officers working in the People's Public Security force;

  • Non-commissioned officers and soldiers on duty in the People's Public Security force;

  • People's Public Security students receive living expenses from the state budget.

- People doing cipher work include:

  • People doing cipher work receive the same salary as soldiers working at the Government Cipher Committee;

  • Essential students receive living expenses from the state budget according to the same regimes and policies as for military students;

  • People who work in cipher work are paid the same as soldiers working in cipher organizations under ministries, branches and localities.

Commune, ward and town officials who have quit their jobs are receiving monthly benefits from the state budget

People who have stopped receiving disability benefits are receiving monthly benefits from the state budget

People with meritorious services to the revolution according to the provisions of  the Ordinance on preferential treatment for people with meritorious services to the revolution

- Veterans participating in the resistance war from April 30, 1975 onwards as prescribed in Clauses 1, 2, 3 and 4, Article 2 of Decree 150/2006/ND-CP ;

- Veterans participating in the resistance war after April 30, 1975 specified in Clause 5, Article 2 of Decree 150/2006/ND-CP include:

  • Military personnel and defense workers are entitled to benefits under Decision 62/2011/QD-TTg ;

  • Officers, professional soldiers, non-commissioned officers, soldiers, and direct defense workers who directly participated in the war to protect the Fatherland, carried out international missions in Cambodia, and assisted Laos after April 30, 1975, in specialized fields, are assigned to work in agencies, organizations, and enterprises (without entitlement to subsidies according to Decision 62/2011/QD-TTg).

  • Professional officers and soldiers who have completed their active duty during the period of building and protecting the Fatherland have served, retired or changed their profession to work at agencies, organizations and enterprises;

  • Militia and self-defense forces who participated in combat and directly served combat after April 30, 1975 are entitled to benefits under Decision 62/2011/QD-TTg .

- People who participated in the resistance war against the US to save the country were entitled to benefits according to one of the following documents:

  • Decision 290/2005/QD-TTg on regimes and policies for a number of subjects directly participating in the resistance war against the US who have not yet benefited from Party and State policies;

  • Decision 188/2007/QD-TTg  on regimes and policies for a number of subjects directly participating in the resistance war against the US who have not yet benefited from Party and State policies;

  • Decision 142/2008/QD-TTg on implementing regimes for soldiers participating in the resistance war against the US to save the country with less than 20 years of service in the army, who have been demobilized and returned to their localities;

- People who have received benefits under Decision 62/2011/QD-TTg  but are not veterans;

- Officers and soldiers of the People's Police who participated in the resistance war against the United States for national salvation and served for less than 20 years in the People's Police, and have retired and returned to their localities, are entitled to subsidies according to Decision 53/2010/QD-TTg dated August 20, 2010, regarding the regime for officers and soldiers of the People's Police who participated in the resistance war against the United States for national salvation and served for less than 20 years in the People's Police and have retired and returned to their localities.

- Youth volunteers have received benefits according to Decision 170/2008/QD-TTg  dated December 18, 2008 of the Prime Minister on health insurance and funeral allowances for youth volunteers. During the resistance war against the French, Decision 40/2011/QD-TTg  dated July 27, 2011 on the regime for young volunteers who completed their tasks in the resistance war and Decree 112/2017/ND-CP  dated October 6, 2017 on regimes and policies for grassroots youth volunteers in the South participating in the resistance war in the period 1965 - 1975;

- Civilians on the front lines participating in the resistance war against the French and Americans, the war to protect the Fatherland and performing international missions are entitled to benefits according to Decision 49/2015/QD-TTg  dated October 14, 2015 on a number of regimes and policies for frontline citizens participating in the resistance war against the French and Americans, the war to protect the Fatherland and international missions.

People eligible to receive monthly social protection benefits according to the provisions of law on the elderly, disabled people, and social protection subjects

People from poor households; Ethnic minorities living in areas with difficult socio-economic conditions; people living in areas with particularly difficult socio-economic conditions; People living in island communes, island districts and a number of other subjects, specifically:

  • People in poor households according to income criteria, people in multidimensional poor households with health insurance shortages specified in Decision 59/2015/QD-TTg ;

  • Ethnic minorities living in areas with difficult socio-economic conditions according to regulations of the Government and Prime Minister;

  • People living in areas with extremely difficult socio-economic conditions according to regulations of the Government and Prime Minister;

  • People living in island communes and island districts according to regulations of the Government and Prime Minister.

People awarded the title of People's Artist or Meritorious Artist belong to a family whose average monthly income per capita is lower than the base salary as prescribed by the Government.

Relatives of people who have contributed to the revolution are the father, mother, spouse, and children of martyrs; the person who had the merit of nurturing martyrs

Relatives of people who have contributed to the revolution (except biological fathers, mothers, spouses, children of martyrs; people who have contributed to raising martyrs) include:

  • Biological father, biological mother, spouse, or children aged 6 to under 18, or aged 18 and above if they continue to study or have severe disabilities, special severe disabilities of the following subjects: Revolutionaries before January 1, 1945; revolutionaries from January 1, 1945 to the August Revolution in 1945; heroes of the People's Armed Forces, heroes of Labor during the resistance war; disabled veterans with a labor capacity reduction of 61% or more; resistance fighters who are affected by chemical toxins with a labor capacity reduction of 61% or more.

  • Offspring of 6 years old or older of resistance activists exposed to toxic chemicals are deformed or malformed as a result of the toxic chemicals and cannot be independent in daily life or have reduced self-reliance in daily life. Actively receive a monthly allowance.

Relatives of officers, professional soldiers, non-commissioned officers, military personnel on active duty, officers, non-commissioned officers in specialized and technical positions serving in the People's Police force, People's Police Academy cadets, non-commissioned officers, personnel working in essential positions, receive salaries and enjoy regimes and policies according to the regulations and policies for military personnel, essential personnel, and cadets at military and police schools, including:

  • Birth father, birth mother; biological father or mother of the spouse; legal guardian of oneself, one's wife or husband;

  • Wife or husband;

  • Biological children and legally adopted children from over 6 years old to under 18 years old; biological children or legally adopted children who are 18 years of age or older if they continue to attend high school.

People who have donated human organs according to the provisions of law on organ tissue donation and transplantation

Foreigners studying in Vietnam are granted scholarships from the Vietnamese State budget

People who serve people who have contributed to the revolution live at home, including:

  • Servant of Vietnamese Heroic Mothers;

  • People serving invalids and sick soldiers with reduced working capacity of 81% or more;

  • People serving resistance activists who are infected with toxic chemicals have their working capacity reduced by 81% or more.

People aged 80 or older who are receiving monthly death benefits according to the provisions of law on Social Insurance

Targets whose insurance premiums are paid by employers

Relatives of defense workers and officials serving in the Army, including:

  • Birth father, birth mother; biological father or mother of the spouse; legal guardian of oneself, one's wife or husband;

  • Wife or husband;

  • Biological children and legally adopted children from over 6 years old to under 18 years old; biological children or legally adopted children who are 18 years of age or older if they continue to attend high school.

Relatives of police workers serving in the People's Police include:

  • Birth father, birth mother; biological father or mother of the spouse; legal guardian of oneself, one's wife or husband;

  • Wife or husband;

  • Biological children and legally adopted children from over 6 years old to under 18 years old; biological children or legally adopted children who are 18 years of age or older if they continue to attend high school.

Relatives of people working in other cipher organizations, including:

  • Birth father, birth mother; biological father or mother of the spouse; legal guardian of oneself, one's wife or husband;

  • Wife or husband;

  • Biological children and legally adopted children from over 6 years old to under 18 years old; biological children or legally adopted children who are 18 years of age or older if they continue to attend high school.

Other subjects

Students training as reserve officers for 3 months or more have not participated in social insurance or health insurance. During the training period, the training facility pays health insurance.
