Decision 222/QD-BHXH on the announcement of replaced and abolished administrative procedures under the jurisdiction of Vietnam Social Insurance, effective from February 25, 2021, stipulates guidelines for procedures for enjoying lump-sum social insurance from the effective date of this Decision.

Specifically, according to Decision 222, procedures for enjoying lump-sum social insurance applicable from February 25, 2021, are carried out as follows:
(1) Implementation sequence
Step 1: Prepare and submit application
The employee prepares documents as prescribed in section (3) below and submits them to the social insurance agency of the place of residence.
Step 2: The social insurance agency receives the application and resolves it according to regulations.
Step 3: Get results
Employees receive settlement results, including: a decision on lump-sum social insurance benefits; A copy of the social insurance payment process; subsidy.
(2) Procedure to carry out
Employees submit applications in one of the following forms:
- Via electronic transaction: Employees register to receive an authentication code and send electronic documents to the Vietnam Social Insurance Electronic Information Portal or via the I-VAN Organization (if they have registered to use the I-VAN service); In the event that paper documents are not converted to electronic format, send all paper documents to the social insurance agency via public postal service;
- Through public postal services;
- Directly at the social insurance agency.
Regarding the settlement results, employees received the following:
- Related documents: in the registered form (directly at the social insurance agency, through public postal services, or via electronic transactions);
- Subsidy:
+ Directly at the social insurance agency, through public postal services, or through personal accounts;
+ In case of authorizing another person to receive payment on behalf of you, follow the provisions of the procedure for "authorizing payment on behalf of social insurance and unemployment benefits" or the original authorization contract according to the provisions of the law.
(3) Document components (If the original is not clearly specified, a valid copy can be submitted)
** In case of lump-sum social insurance benefits:
- Original copy of the Social Insurance Book.
- Original application form (Form No. 14-HSB).
Application for lump-sum social insurance benefits (Form No. 14-HSB)
- For people going abroad to settle, they must also submit a copy of the competent authority's confirmation of renunciation of Vietnamese nationality or an authenticated or notarized Vietnamese translation of one of the following documents:
+ Passport issued by a foreign country.
+ Visa issued by a competent foreign agency confirming permission to enter the country for the reason of residing abroad.
+ Documents confirming that you are applying for foreign nationality; Confirmation documents or a permanent residence card, valid for 5 years or more, issued by a competent foreign agency.
- In case of life-threatening diseases such as cancer, polio, cirrhosis, ascites, leprosy, severe tuberculosis, or HIV infection that has progressed to AIDS, a copy/summary of the medical record must be added to show the condition of not being able to self-serve. If they suffer from other diseases, replace it with the Minutes of assessment of a decline in working capacity of 81% or more from the Council of Medical Directors, showing the condition of not being able to self-serve.
- In case of payment of the medical examination fee, there must be additional invoices and documents for the collection of the fee, along with the original list of the assessment contents of the facility performing the medical examination.
- Original personal declaration on time and area of service in the Army with regional allowance (Form No. 04B-HBQP issued with Circular 136/2020/TT-BQP dated October 29, 2020) For people who served in the Army before January 1, 2007, in areas receiving regional allowances, the social insurance book code does not show complete information as a basis for calculating regional allowances.
** For employees who are foreign citizens working in Vietnam and enjoy lump-sum social insurance:
- Original application form (Form No. 14-HSB).
- In cases of life-threatening diseases such as cancer, polio, cirrhosis, ascites, leprosy, severe tuberculosis, or HIV infection that has progressed to AIDS, a copy/summary of the medical record must be added to show the condition of not being able to self-serve. If they suffer from other diseases, replace it with the Minutes of assessment of a decline in working capacity of 81% or more from the Council of Medical Directors, showing the condition of not being able to self-serve.

Processing time: Maximum 05 working days from the date the social insurance agency receives complete documents according to regulations.
