Unemployment benefits are necessary money for employees after quitting their job. So in places where there is social distancing in Vietnam, how do employees apply and receive unemployment benefits?

According to regulations, within 3 months from the date of termination of the labor contract or working contract, employees who are unemployed and want to receive unemployment benefits submit an application for unemployment benefits to the local Employment Service Center where the employee wants to receive unemployment benefits in Vietnam.
Application for unemployment benefits during social distancing in Vietnam
Application for unemployment benefits specified in Article 16 of Decree 28/2015/ND-CP includes the following documents:
- Request for unemployment benefits according to Form No. 03 issued with Circular 28/2015/TT-BLDTBXH

- Original or certified copy of one of the following documents confirming the termination of the labor contract or working contract:
+ The labor contract or work contract has expired or the work under the labor contract has been completed;
+ Decision to quit;
+ Decision to dismiss;
+ Disciplinary decision to force dismissal;
+ Notice or agreement to terminate the labor contract or working contract.
- Social insurance book.
Process of submitting paperwork:
According to the provisions of Article 17 of Circular 28/2015/TT-CP, the employee must directly submit an application for unemployment benefits to the Employment Service Center where the employee wants to receive unemployment benefits or authorize another person to submit the application.
Sending documents by post only applies to the following cases: Sickness or maternity with confirmation from a competent medical facility; Having an accident certified by traffic police or a competent medical facility; Fires, floods, earthquakes, tsunamis, enemy sabotages, and epidemics certified by the Chairman of the People's Committee of the commune, ward, or town.
To create conditions for workers to receive unemployment benefits and limit the spread of epidemics, on April 9, 2020, the Government issued Resolution 42/NQ-CP, which allows workers to submit applications for unemployment benefits by mail, and monthly job search notices are carried out in an indirect form (send email, fax, by post,...) during the period from April 1, 2020 until the end of the epidemic is announced without having to ask for confirmation from the People's Committee of the commune, ward or town about disease outbreaks in the area.
Thus, when the locality where the worker resides is implementing social distancing measures, employees who want to receive unemployment benefits can completely submit an application for unemployment benefits by mail.
In addition, currently the Ministry of Labor, War Invalids and Social Affairs (Department of Employment) is researching and proposing a plan to allow workers to carry out procedures to apply for unemployment benefits through the National Public Service Portal to create favorable conditions for workers during the complicated COVID-19 pandemic.
