Increase in Social Insurance Benefits for Workers from July 1, 2019

According to the Resolution on the state budget estimates for the year 2019, it is clearly stated that the statutory pay rate for employees will be increased from VND 1.39 million to VND 1.49 million starting from July 1, 2019. A series of policies under Social Insurance (BHXH) will also be increased, and employees will receive higher amounts from Social Insurance (BHXH) policies.

1. Maternity Allowance

According to Article 38 of the 2014 Law on Social Insurance, a female worker who gives birth or a worker who adopts a child under 06 months of age is entitled to a lump-sum allowance for each child equal to 02 times the statutory pay rate of the month the female worker gives birth or the month the worker adopts the child. Therefore, female workers who give birth from July 1, 2019, onwards are entitled to an amount of 2,980,000 VND per child (the current rate is 2,780,000 VND).

If a female worker gives birth but only the father participates in social insurance, the father is entitled to a lump-sum allowance of 2,980,000 VND (the current rate is 2,780,000 VND) per child.

2. Convalescence and Recovery Allowance after Maternity

According to Article 41 of the 2014 Law on Social Insurance, the policy amount for convalescence and recovery after maternity per day is 30% of the statutory pay rate. Currently, this benefit is 417,000 VND, from July 1, 2019, onwards, it will be 447,000 VND.

3. Convalescence and Recovery Allowance after Sickness

Article 29 of the 2014 Law on Social Insurance stipulates that the convalescence and recovery benefit after sickness per day is 30% of the statutory pay rate, which equates to 447,000 VND from July 1, 2019.

4. Other Policies

- One-time allowance for workers with a reduction in working capacity from 5% to 30%: A 5% reduction in working capacity is entitled to 7,450,000 VND, equivalent to 5 times the statutory pay rate; for every additional 1% reduction, an additional 745,000 VND, equivalent to 0.5 times the statutory pay rate, will be provided.

- Monthly allowance for workers with a reduction in working capacity of 31% or more: A 31% reduction in working capacity is entitled to 447,000 VND, equivalent to 30% of the statutory pay rate; for every additional 1% reduction, an additional 29,800 VND, equivalent to 2% of the statutory pay rate, will be provided.

- One-time allowance upon death due to a work accident or occupational disease is 53,460,000 VND, equivalent to 36 times the statutory pay rate.

- Convalescence and recovery allowance after treatment of injuries or diseases: Per day, 372,500 VND if convalescing at home; 596,000 VND if convalescing at a centralized facility.

- Funeral allowance is 14,900,000 VND, equivalent to 10 times the statutory pay rate.

- Monthly survivors' allowance for each dependent is 745,000 VND, equivalent to 50% of the statutory pay rate; if the dependent has no direct caregiver, the monthly survivors' allowance is 1,043,000 VND, equivalent to 70% of the statutory pay rate.

- The minimum monthly pension that a worker can receive is 1,490,000 VND.
