Hanoi-Vietnam: What is the time for renewal of health insurance cards?

The health insurance cards in Vietnam are issued by social insurance agencies to individuals participating in health insurance and serve as a basis for enjoying healthcare benefits, not for profit purposes. Certain persons are issued health insurance cards with a specific validity period. So, what is the validity period of health insurance cards? What is the time for renewal of health insurance cards?

The validity period of a health insurance card in Vietnam is stipulated in Article 13 of Decree 146/2018/ND-CP guiding the implementation of the Law on Health Insurance:

Persons receiving unemployment benefits

From the first month of receiving unemployment benefits stated in the decision on unemployment benefits

Children under 6 years old

Children born before September 30

By the end of September 30 of the year in which the child reaches the age of 72 months

Children born after September 30

By the end of the last day of the month, the child is 72 months old

Persons eligible for monthly social protection allowances by the law on the elderly, disabled people, and social protection beneficiaries

From the date of entitlement to social benefits

Members of poor households; ethnic minorities living in disadvantaged areas; people living in extremely disadvantaged areas; persons living in island communes, island districts, and some other entities whose 100% health insurance premiums are covered by the state budget

From the date determined in the decision approving the list of competent state agencies

Persons who are awarded the title of "people's artisan" or "artisan of merit" belonging to families whose monthly per capita income is lower than the statutory pay rate

From the date determined in the Decision approving the list of competent state agencies

People who have donated human body parts

Immediately after donating body parts

Students of general education institutions

Grade 1 students

From October 1 of the first year of primary school (granted annually)

Grade 12 students

By the end of September 30 of that year (issued annually)

Health insurance cards issued annually to pupils and students of higher education institutions and vocational education and training institutions

First-year students of the course

From the date of school admission, unless the card of the 12th-grade student is still valid

Students in the final year of the course

By the last day of the month of the course

Other entities

From the date the participant pays health insurance premiums

Members of households engaged in agriculture, forestry, fishery, and salt industry with an average living standard, groups participating in family-based health insurance, groups of entities whose health insurance premiums are paid by employers

Participating in health insurance for the first time or participating intermittently for 03 months or more in a fiscal year

12 months from the date the health insurance card is valid for use (the health insurance card is valid after 30 days, from the date of payment of health insurance premium)

 

From the table above, a health insurance card is issued for each individual. When an individual no longer belongs to the entity group for which the health insurance card is issued, the card will expire according to the corresponding regulations. When the health insurance card expires, the cardholder can apply for a new card or renew the current card depending on which entity group they belong to.

In practice, only the group of voluntary health insurance participants needs to go through the renewal procedure, because, for compulsory health insurance participants, the state ensures they fully participate in health insurance, so no renewal is required. Currently, aside from Guidance 2616/HD-BHXH issued by Ho Chi Minh City Social Insurance, no specific regulations are guiding the renewal of health insurance cards.

According to Guidance 2616/HD-BHXH, for those who have previously participated in health insurance (both compulsory and voluntary) and are now continuing to participate voluntarily to ensure continuous health insurance benefits, they must pay health insurance premiums at least 10 days before the old card expires. In this case, the health insurance card will be valid from the 1st of the following month.
