Hanoi-Vietnam: Health hnsurance premium for each participant in 2019

In 2019, the health insurance premiums for employees, officials, public employees, and other specific entities in Vietnam will be subject to change. The detailed health insurance premium for each participant will be specified in this article.

Persons receiving unemployment benefits.

Participants of family-based health insurance:

- Persons living in social protection facilities; dignitaries, religious officials, and clergymen;

- Persons listed in the household registration book;

- Persons listed in temporary residence books, except those who participate under other groups.

The first person contributes 4.5% of the statutory pay rate; the second, third, and fourth persons 70%, 60%, and 50%, respectively, of the first person's premium; from the fifth person onwards, the premium is 40% of the first person's premium.

In cases where the state budget supports the premium, reductions do not apply.

- From January 1, 2019 to July 1, 2019, the statutory pay rate is 1,390,000 VND (according to Decree 72/2018/ND-CP), so the premium is 62,550 VND.

- From July 1, 2019, the statutory pay rate will be 1,490,000 VND (according to Resolution 70/2018/QH14), so the premium is 67,050 VND.

6 Other participants

4.5% of the statutory pay rate according to current regulations, specifically:

- From January 1, 2019 to July 1, 2019, the statutory pay rate is 1,390,000 VND (according to Decree 72/2018/ND-CP), so the premium is 62,550 VND

- From July 1, 2019, the statutory pay rate will be 1,490,000 VND (according to Resolution 70/2018/QH14), so the premium is 67,050 VND.

Notes:

According to Clause 3 and Clause 4, Article 7 of Decree 146/2018/ND-CP, in cases where a participant falls into multiple health insurance participation categories in Vietnam, the premium is determined in the following order:

- Paid by the employee and the employer;

- Paid by social insurance agencies;

- Covered by the state budget;

- Paid by the employer.

If a person has multiple employment contracts, the health insurance premium is based on the contract with the highest salary.

More details may be found in Decree 146/2018/ND-CP effective from December 1, 2018.
