Guidance on issuing health insurance cards for children under 6 years old in Vietnam

According to Article 14 of Decree 146/2018/ND-CP, children under 6 years of age are entitled to 100% coverage for medical examination and treatment costs without applying the payment rate limits for medications, chemicals, medical supplies, and technical services. Below is the guideline for issuing health insurance cards for children under 6 years of age in Vietnam.

Step 1: Prepare the Dossier

According to Article 6 of Circular 05/2015/TTLT-BTP-BCA-BYT guiding the implementation of integrated administrative procedures on birth registration, permanent residence registration, and issuance of health insurance cards for children under 6 years old, the dossier for issuing health insurance cards for children under 6 years old includes:

1. Birth registration form according to the prescribed form.

2. Birth certificate issued by the medical facility where the child was born:

- If the child is born outside a medical facility, the birth certificate can be replaced with a confirmation from the witness;

- In the absence of a witness, the person registering the birth must make a written declaration confirming the birth;

- For abandoned children in Vietnam, the minutes of abandoning the child replace the birth certificate;

- For children born via surrogacy in Vietnam, an additional legal document proving surrogacy according to the law must be provided.

3. Health insurance participation form according to the prescribed form.

Step 2: Submit the Dossier

According to Article 8 of Circular 05/2015/TTLT-BTP-BCA-BYT, an individual requesting a health insurance card for a child under 6 years old shall submit 01 dossier at the communal People's Committee.

Specifically, individuals with requests for integrated administrative procedures who are unable to personally come to the communal People's Committee to submit the dossier may authorize others to do so.

Step 3: Receive and Process the Dossier

* The communal People's Committee receives the dossier and issues an appointment slip

According to Article 9 of Circular 05/2015/TTLT-BTP-BCA-BYT, the civil status - judicial officer of the communal People's Committee, upon receiving the dossier, is responsible for examining the dossier; based on the list of initial medical examination and treatment facilities provided by the Social Insurance Agency, which is posted at the communal People's Committee, guiding the citizens to choose and register the initial medical examination and treatment place.

If the citizen's dossier is complete and conformable, the civil status - judicial officer is responsible for accepting the dossier and writing a receipt and appointment slip for returning the results to the citizen. The appointment slip must clearly state the citizen's request, documents submitted in the dossier, and the time to return the health insurance card.

* The district Social Insurance Agency processes the dossier

Immediately after receiving the dossier transferred from the communal People's Committee, the district Social Insurance Agency is responsible for examining the received dossier. If the dossier is complete and conformable, within 10 working days from the date of receipt of the complete dossier, the district Social Insurance Agency will issue the health insurance card for children under 6 years old and transfer it to the communal People's Committee at the One-Stop Shop of the district Social Insurance Agency.

Depending on conditions and actual circumstances, localities may choose suitable methods for transferring the health insurance cards to the communal People's Committee.

If the dossier is incomplete or unsatisfactory, immediately after receiving the dossier, the district Social Insurance Agency will notify the communal People's Committee to complete the dossier and return it to the district Social Insurance Agency for issuing the health insurance card for the child. If the dossier is received after 3 PM, the notification will be made on the next working day.

Step 4: Receive the Result

According to Article 14 of Circular 05/2015/TTLT-BTP-BCA-BYT, the person who submitted the dossier should come to the communal People's Committee where the dossier was submitted to receive the result. If the person who submitted the dossier requests to receive the result via postal service, they need to register with the communal People's Committee and pay the postal service fee.

Note: According to Article 14 of Circular 05/2015/TTLT-BTP-BCA-BYT, the maximum time limit for issuing a health insurance card for children under 6 years old is no more than 15 working days from the date of receipt of the complete dossier as prescribed.

If the dossier is incomplete or unsatisfactory and the communal People's Committee must complete the dossier according to the Social Insurance Agency's request, the resolution time is extended by no more than 02 working days. For communes that are more than 50 km away from the district Social Insurance Agency, where transportation is difficult, or where the Internet is not yet connected, the resolution time is extended by no more than 05 working days in Vietnam.
