Consultation and Treatment without Presenting Health Insurance Card in Vietnam
According to current regulations (Article 8 of Joint Circular 41/2014/TTLT-BYT-BTC), when seeking medical consultation or treatment, it is required to present the health insurance card. However, from June 1, 2017, participants in the health insurance program coming for consultation or treatment must provide the health insurance card number or present the health insurance card with a photo. Thus, if participants do not bring their health insurance card, they only need to provide their health insurance card number and present one of the following documents:
- Valid citizen identification card;
- Valid identification card (including military ID);
- Valid passport;
- Valid student ID (for students not yet eligible for an identification card);
- Other photo identification documents issued or certified by the state management agency or the institution where the person is working.
In cases where the health insurance card does not have a photo, participants must provide their personal identification number or present one of the above documents. For participants awaiting the reissuance or exchange of their health insurance card, they must present the appointment slip issued by the Social Insurance organization for the reissuance or exchange of the card and provide their personal identification number or present one of the above documents.
Increasing the Validity Period of Referral Papers in Vietnam to a Maximum of 30 Days
- According to Article 9 of Circular 37/2014/TT-BYT and Circular 40/2015/TT-BYT, Referral Papers are valid for 10 working days from the date of signing. In the Draft Circular, the validity of the Referral Papers is extended to a maximum of 30 days from the date of signing.
- For cases where health insurance cardholders suffer from illnesses, disease groups, and other conditions listed in the appendix accompanying this Circular, the Referral Papers are valid for 12 months from the date of issuance (the current regulation states that Referral Papers are valid until the end of the calendar year, December 31. If the patient is still receiving inpatient treatment at the healthcare facility by December 31, the Referral Papers remain valid until the end of that inpatient treatment period). If the referral period spans two years, the patient must notify the healthcare facility about the validity of the health insurance card on January 1 of the new year, except for retirees.
Applying 12 new forms in Social Insurance, Health Insurance in Vietnam
From June 1, 2017, 12 new forms will be applied, including:
- Medical examination report;
- Introduction letter from the employer;
- Certificate of injury;
- Hospital discharge paper;
- Summary of medical records;
- Request for examination paper;
- Introduction paper for examination exceeding professional capacity;
- Document receipt form;
- Birth certificate;
- Certificate of maternity leave;
- Certificate of social insurance leave;
- List of signatures registered by practitioners.
The forms for the certificate of social insurance leave, hospital discharge paper, and birth certificate issued before the issuance of this Circular will continue to apply until December 31, 2017.
In addition, the Draft Circular also mentions other contents such as medical facilities, social insurance organizations not requiring additional administrative procedures for health examination and treatment under Health Insurance; only submitting a payment request form will be eligible for Social Insurance and Health Insurance payment.
