From July 1, 2017, the household-based health insurance contribution rate in Vietnam increases by 7.438%

According to the provisions at point g Clause 1 Article 2 of Decree 105/2014/ND-CP, the health insurance contribution of all members participating in household-based health insurance is dependent on the statutory pay rate. To be specific:

- The first person contributes 4.5% statutory pay rate;

- The second, third, and fourth persons contribute 70%, 60%, and 50% respectively of the first person's contribution rate;

- From the fifth person onwards, the contribution is 40% of the first person's contribution rate.

According to the guidelines in Resolution 27/2016/QH14, from July 1, 2017, the statutory pay rate will be adjusted from VND 1.21 million/month to VND 1.3 million/month. Consequently, from this time onwards, the health insurance contribution rate for households will also be adjusted upwards (an increase of 7.438%). Specifically:

Furthermore, the adjustment of the statutory pay rate also entails the adjustment of the health insurance contribution rate for the following 17 groups (as stipulated in Decree 105/2014/ND-CP):

- Non-specialized personnel working at communes, wards, and commune-level towns as regulated by law;

- Individuals receiving monthly social insurance benefits due to labor accidents, occupational diseases, or conditions listed for extended treatment; individuals aged 80 and above receiving monthly survivor benefits;

- Retired commune, ward, and commune-level town officials receiving monthly social insurance benefits;

- Retired commune, ward, and commune-level town officials receiving monthly allowances from the state budget;

- Individuals no longer receiving labor incapacitation benefits but receiving monthly allowances from the state budget;

- Persons with meritorious service to the revolution, war veterans;- Incumbent National Assembly deputies, People's Council deputies at all levels;

- Children under 6 years old;

- Individuals eligible for monthly social assistance benefits;

- Individuals from poor households; ethnic minorities living in areas with difficult socio-economic conditions; individuals living in areas with exceptionally difficult socio-economic conditions; individuals living in island communes, island districts;

- Immediate family members of revolutionary martyrs including biological parents, spouses, children, and caretakers of martyrs;

- Immediate family members of people who have contributed to the revolution, excluding the aforementioned;

- Family members of the following: Commissioned officers, professional soldiers, non-commissioned officers, and soldiers currently on active duty; commissioned officers, non-commissioned officers in professional and technical positions currently working in the People's Police; students of the People's Police; non-commissioned officers, soldiers serving on a time-limited basis in the People's Police; cryptographic workers entitled to benefits as for soldiers; cryptographic students entitled to policies, and benefits as for students in military and police schools;

- Persons who have donated their organs as regulated by law;- Foreigners studying in Vietnam granted scholarships from the Vietnamese state budget;

- Individuals from near-poor households;

- Pupils, students.
