Currently, in Article 10 of Decree 134/2015/ND-CP and Article 9 of Circular 01/2016/TT-BLDTBXH , the monthly voluntary social insurance payment rate is equal to 22% of the monthly income paid by voluntary social insurance participants. selected according to the following calculation formula:
Mdt = 22% x Mtnt
In there:
- Mdt: Monthly voluntary social insurance premium.
- Mtnt: monthly income level voluntarily chosen by the social insurance participants.
Mtnt = CN + mx 50,000 (VND/month)
In there:
- CN: The poverty line of rural areas at the time of payment (VND/month).
- m: Natural parameter with values from 0 to n.
The lowest monthly income selected by participants of voluntary social insurance is equal to the poverty line in rural areas, and the highest is 20 times the base salary.
According to Decree 07/2021/ND-CP , from January 1, 2022 , the poverty line of rural areas is 1,500,000 VND/person/month , so the minimum voluntary social insurance contribution in 2022 is adjustment.
Specifically, according to Notice 4447/TB-BHXH , the lowest voluntary social insurance contribution rate since January 1, 2022 is VND 330,000/month (calculated by 22% x monthly income due to participants of voluntary social insurance). option: 22% x 1,500,000 VND ).

Note: When the Government adjusts the poverty line of rural areas during the period in which the participants of voluntary social insurance have paid in the form of payment for 3 months, 6 months or 12 months or as a lump sum payment for many years to come. the participant does not have to adjust the difference in the amount paid.
Thus, from January 1, 2022, the lowest voluntary social insurance payment rate is 330,000 VND/month and the highest is 29,800,000 VND/month (20 times the base salary of 1,490,000 VND/month).
