Expanding the Coverage of Health Insurance

Recently, at the regular meeting of the Government of Vietnam in May 2016, the Government of Vietnam requested the Ministry of Health to accelerate the implementation of the roadmap for universal health insurance.

Previously, the Prime Minister of the Government of Vietnam issued Decision 538/QD-TTg approving the Scheme for the Implementation Roadmap towards Universal Health Insurance for the period 2012 - 2015 and 2020.

The content of the decision reflects the general objective of the scheme, which is to expand the coverage of health insurance in terms of the population participation rate, the range of services enjoyed, and to reduce the out-of-pocket payment rate for users of medical services; ensuring the benefits of health insurance participants; moving towards universal health insurance, thereby contributing to creating a stable financial source for public health care in a fair, efficient, quality-driven, and sustainable development manner.

As of the present time, to ensure the proper implementation of the above content, the Social Insurance agencies of the provinces have carried out communication efforts to raise public awareness about the benefits of health insurance. Through this, the role and significance of health insurance in the social security system are affirmed. Additionally, it is necessary to inform the public about the State's policy for supporting those participating in various types of health insurance, especially those belonging to disadvantaged groups, such as the poor and students.
