This is one of the notable contents in Resolution 28-NQ/TW on the reform of social insurance policies, effective from May 23, 2018.

Specifically, one of the key reform elements in this Resolution is the research and design of flexible short-term voluntary social insurance packages to provide workers with more options for participation and benefits. From existing pensions and death benefits, the scope of voluntary social insurance benefits will gradually be expanded to other policies, facilitating a smooth transition between voluntary and compulsory social insurance, aiming towards a mandatory social insurance policy for all workers with jobs, income, and salaries when necessary conditions are met.
Thus, in line with the spirit of this Resolution, in the future, short-term voluntary social insurance packages will be designed to provide workers with more options for participation and benefits.
Concurrently, research will also be conducted to modify and improve unemployment insurance policies, focusing not only on solutions for post-incident management through unemployment benefit payments, job training to meet new job requirements, job introductions, but also adequately addressing preventive measures to minimize unemployment by supporting businesses in maintaining production and business operations, thereby ensuring job security for workers.
Additionally, Resolution 28 emphasizes that another important task is to have appropriate regulations to reduce the situation of one-time social insurance benefits, by increasing benefits if preserving the duration of social insurance participation for pensions, and reducing benefits if opting for one-time social insurance. Amend regulations to encourage workers to participate in social insurance for a longer duration, gradually increase the average retirement age, and increase the reduction rate for pensions for workers who wish to retire early.
