From April 1, 2017, the leadership allowance levels for the positions of Team Leader and Deputy Team Leader of the Inspection Team in the transport sector in Vietnam shall be implemented in accordance with the provisions of Circular 01/2017/TT-BNV.
The allowance level as stipulated in Circular 01/2017/TT-BNV applies to individuals appointed to the positions of Team Leader and Deputy Team Leader of the inspection teams in the Transport sector in Vietnam. To be specific:

According to the guidelines in Circular 02/2005/TT-BNV and Circular 83/2005/TT-BNV:
Vietnamese officials and public employees shall only be entitled to the highest leadership allowance level
- Officials and public employees elected or appointed to any leadership position shall receive the leadership allowance corresponding to that position. If one person holds multiple leadership positions, they shall receive the allowance of the highest ranking position.
- Vietnamese officials and public employees who are transferred to another leadership position, if the new position has a lower allowance, shall maintain the allowance of the previous position.
- Vietnamese officials and public employees elected or appointed to another leadership position with a lower allowance than the previous position, if not due to task requirements transfer, shall retain the previous allowance level for six months from the date of the official election results approval or the appointment date of the new position.
After the seventh month, the new position's allowance shall apply.
In case of ceasing to hold a leadership position:
- If ceasing to hold a leadership position due to disciplinary dismissal, removal, or non-reappointment, the leadership allowance ceases from the effective date of the decision.
- If ceasing to hold a leadership position due to extended service upon reaching retirement age (according to Decree 71/2000/ND-CP) or retirement procedures notification from the competent authority, while still on the payroll with social insurance contributions, from October 01, 2004, the old allowance coefficient shall convert to the new one of the held leadership position until the pension book is received.
In cases ceasing the leadership position from October 01, 2004, the new allowance level will be retained from the ceasing date until the pension book is received.
- If ceasing a leadership position due to organizational restructuring or staff reduction according to the Government of Vietnam’s regulations, the specific guidelines will apply for each restructuring instance.- For other cases of ceasing leadership position (elective or appointment) apart from clauses c1, c2, and c3 above, the previous allowance is retained for six months from the ceasing date; from the seventh month, the leadership allowance ceases.
Method of leadership allowance payment:
The aforementioned allowance is paid along with the monthly salary and is used for calculating social insurance benefits.
