To promptly complete the review and supplementation of the list of extremely disadvantaged hamlets in Vietnam

Complete the review, compilation, amendment, and supplementation of the list of extremely disadvantaged hamlets, communes in areas I, II, III of Vietnam for the 2021 – 2025 period is mentioned in Resolution 100/2023/QH15 dated June 24, 2023, regarding the questioning activities at the 5th Session, 15th National Assembly.

To promptly complete the review and supplementation of the list of extremely disadvantaged hamlets in Vietnam

For ethnic affairs in Vietnam:

Promptly complete the review, synthesis, amendment, and supplement of the list of extremely disadvantaged hamlets, communes in areas I, II, III for the period of 2021 - 2025; create a list of new rural commune standards, communes, villages that have been split, merged, or need name adjustment, in line with the roadmap for arranging administrative units at district and commune levels until 2025; based on that, propose specific solutions for delineating areas of ethnic minorities and mountainous regions according to development levels, ensuring compliance with current regulations and practical conditions.

In 2023, issue and implement regulations on special mechanisms and policies to promptly resolve difficulties and obstacles arising from the redefinition of extremely disadvantaged hamlets, communes in areas I, II, III, and difficult or especially difficult communes recognized as meeting new rural standards from 2021 to date, which have ceased to benefit from social welfare policies in Vietnam.

Urgently complete and implement the Scheme on delineation of mountainous and highland areas, ensuring quality, and report to the National Assembly Standing Committee at the September 2023 session.

Additionally, continue to review and complete the legal system concerning ethnic affairs; focus on finalizing mechanisms and policies on planning, encouraging investment, promoting entrepreneurship and innovation, improving the quality of human resources, enhancing the investment and business environment, and increasing competitiveness; reform administrative procedures to attract and mobilize investment resources for ethnic minority and mountainous areas.

Priority should be given to especially difficult areas, ethnic groups facing many difficulties, groups with specific hardships, and impoverished individuals such as women and children in ethnic minority communities; promptly implement the component "Nutritional Improvement" for children and "Housing Support for Poor and Near-Poor Households in Poor Districts" under the National Target Program on Sustainable Poverty Reduction.

Utilize the potential and strengths of each region, focusing investment resources on important national projects and interlinked projects with a pervasive impact on the socio-economic development of the region.

Promptly research and advise on the summary of Resolution 33-NQ/TW dated September 28, 2018, of the Politburo on the Strategy for National Border Protection, proposing appropriate policies to invest in, support, and promote socio-economic development in border areas, especially investment in infrastructure systems, border belt roads, and social welfare policies.
