Strict implementation of public disclosure of hospital hotline numbers and the Ministry of Health's hotline in Vietnam

On August 24, 2024, the Ministry of Health issued Directive 06/CT-BYT in 2024 on strengthening management and improving the quality of medical examination and treatment services at medical examination and treatment facilities, which includes provisions on strictly implementing the public disclosure of hospital and Ministry of Health hotline phone numbers.

According to the content of Directive 06/CT-BYT in 2024, to address existing issues and continue enhancing the management and quality of medical examination and treatment services, patient and family satisfaction, and better serve the public in medical examination and treatment, the Minister of Health of Vietnam requests for the following duties:

(1) Continue to thoroughly implement the Code of Conduct, enhancing the responsibility of public duty execution, and the professional regulations of health workers; strengthen the organization of training on communication, behavior skills, and professional subjects; adhere to the motto "Patient-centered" with a spirit of listening and receptive attitude in patient care and treatment.

(2) Review and rectify the activities of medical examination, treatment, and practitioners at medical examination and treatment facilities according to the provisions of the Law on Medical Examination and Treatment 2023. Periodically inspect and supervise compliance with hospital quality management processes; the implementation of internal hospital processes and regulations; and simultaneously remind and handle individuals and units that do not comply.

(3) Identify hospital quality management as the foundation:

+ Proactively review, develop plans, and inspect the organization of implementing the quality management of medical examination and treatment services following the guidelines of Circular No. 19/2013/TT-BYT;

+ Adhere to the criteria in Decision 6858/QD-BYT of 2016 by the Ministry of Health of Vietnam on the issuance of the Evaluation Criteria Set for Vietnamese Hospital Quality;

+ Implement Decision 56/QD-BYT of 2024 by the Ministry of Health of Vietnam issuing guidelines on measuring public satisfaction with public healthcare services for the period of 2024-2030 and other guidelines and regulations by the Ministry of Health to improve and enhance quality to provide safe, high-quality, efficient healthcare services, bringing satisfaction to patients, the public, and health workers.

(4) Strictly implement the publicization of hospital hotlines, the Ministry of Health hotlines, service charges for medical examination and treatment, and other necessary public information as regulated; post in easily visible and accessible locations for patients, family members to promptly capture feedback, ensuring the legitimate rights of patients.

(5) Enhance the application of information technology, digital transformation in implementing medical examination and treatment procedures; implement cashless payment methods. Simultaneously, review and minimize administrative procedures that cause inconvenience to patients.

(6) Proactively grasp, provide, and handle information to promptly resolve arising difficulties, obstacles, and cases in duty performance. Boost communication on achievements; individuals, and groups with outstanding, exemplary achievements in the execution of medical examination and treatment tasks. Increase communication on social media; focus on internal communication to promote the spirit of solidarity and creativity.

(7) Collaborate with local law enforcement agencies to deploy measures ensuring the safety of health workers during duty performance; promptly and strictly handle violations or intentional misinformation that affects public trust in the nation's healthcare work.

(8) Continue proactively implementing procurement and bidding as per regulations; ensure there is sufficient medicine and medical equipment for medical examination and public healthcare.

(9) Research, propose and implement measures to improve the material and spiritual life of health workers, especially concerning rewarding policies and having appropriate forms of recognition to promptly motivate and encourage health workers.
