Cost management of planning and related expenses in the development of a planning project is stipulated in Article 9 of Circular 20/2019/TT-BXD. To be specific:
- The agency assigned the task of managing the professional planning activities is responsible for managing and efficiently using the costs of planning and other related tasks according to the relevant regulations.
- The cost of managing the professional planning activities is the cost limit for the activities of the agency managing the planning process. During the cost management process, the agency assigned the task of managing the professional planning activities may hire qualified experienced organizations or individuals to prepare and verify the planning cost estimates.
- When a planning task is developed by a state management agency, the cost of developing the planning task is managed according to the financial mechanism regulations for state management agencies.
- The cost of appraising planning projects is managed according to the approved estimates. The payment of the appraisal costs for planning projects must be carried out according to the relevant laws.
